The Financial Information Services team provides campus and UC wide financial enterprise systems for the UC San Diego community. We strive to consistently deliver quality and reliable information systems that help our campus achieve its administrative goals. Our combined technical resources allow us to build, integrate, host and deliver campus-wide enterprise systems for both our campus and collaboratively with other campuses within the UC system. Additionally the team offers custom integration and application development services, business analysis services and data management services for a variety of departments on the campus.

The Director of the Business Applications Development Group (BADG) is responsible for the overall operation of the unit including the formulation and administration of policies and procedures pertaining to it as well as project management, oversight, and accountability for project objectives. Directly responsible for the management of the development, maintenance, and enhancement of academic Health Sciences core business applications (web and non-web based data systems). This key leadership position is integral to the strategic planning and execution of the Health Sciences mission of continuous business process improvements. Independently responsible for the data management, programming, and reporting that not only has Health Sciences-specific implications, but may also have campus, systemwide (OP) and national reporting impact as well. Also has independent responsibility for central information systems infrastructure, including the management of data, reporting, and web-site technical advisement for academic Health Sciences. This position has further full-scope of responsibility for the development, maintenance, and implementation of new processes and systems. Is also a principal contact for areas of responsibility to UC (UCSD, UCOP, and other UC campuses) and non-UC administrators and offices (AAMC, AMCAS, other national institutions and organizations).

RESPONSIBILITIES
  • Design and maintain the technical roadmap to support the strategic needs approved by Health Sciences and FIS governance
  • Leads all aspects of projects for the team including requirements gathering, ROI assessment, design sessions, development, implementation, and conversion
  • Performs advanced coding and test/debugs complex programs
  • Training and developing a team of Information Systems Analysts and Programmer Analysts on complex technical and business processes and designing solutions leveraging commercial off-the-shelf and custom developed solutions
  • Analyzes, installs, modifies and supports operating systems, database or utilities software. Responsible for the BADG environment strategy and management policies, procedures, and schedules
QUALIFICATIONS
  • Bachelor's degree in related areas and/or equivalent experience
  • Typically 5 or more years of experience managing an information technology organization
  • Seven (7) or more years of relevant experience in a higher education setting
  • Advanced skills associated with programming design, modification and implementation. In-depth knowledge of secure software development. Requires in-depth knowledge of applications programming technologies, development tools and protocols.
  • In-depth knowledge of business and process analysis functions. Knowledge of the design, development and application of technology and systems to meet business needs. Demonstrated ability to create software specifications. Demonstrated experience with analysis of processes and issues, information flow and architecture. Advanced analytical skills to identify, analyze, and organize processing requirements, documentation, and data. Demonstrated knowledge of data processing principles, practices, terminology, and their application in an enterprise environment.
  • Expert knowledge of test application code in client server environment. Knowledge relating to the design of processes and software across the organization. Experience with environment & release management as it relates to configuration of vended platforms.
  • Demonstrated expert project management skills. Experience working with vended SDLC and project management tools such as JIRA, Confluence, Sharepoint. Experience in following standard project methodologies such as Agile and Waterfall in both independent and blended approaches.
  • Demonstrated advanced knowledge, skills and abilities associated with system problem identification and resolution. Knowledge necessary to design, set up, operate and correct malfunctions involving technology systems. Experience in incident response and digital forensics, including data collection, examination and analysis.
SPECIAL CONDITIONS

Job offer is contingent upon satisfactory clearance based on background check results.Employee must be available to work evenings and weekends.Employee must be available to travel as required.

Pay Transparency Act

Annual Full Pay Range: $116,000 - $224,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $55.56 - $107.38

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
