This is a 100% Limited position for five months. This appointment may be extended or converted to career status based on the needs of the department.

DESCRIPTION

The Department of Psychology (http://psy.ucsd.edu/) consistently ranks among the top experimental psychology programs in the country. Currently, there are 32 ladder-rank faculty, 11 research faculty, 30 staff and 70 graduate students. The department has over 50 active federal contracts/grants and gift funds. The annual expenditures total of $12 million across federal, state, and gift funds.

The HR Generalist for the Department of Psychology provides a full range of personnel and payroll support for career and limited/casual staff, undergraduate employees, postdoctoral scholars, visiting graduates, visiting scholars, and volunteers.

Under the supervision of the Management Services Officer (MSO), the HR Generalist independently manages and oversees complex payroll processes; recruitment and hiring processes; comprehensive personnel administration; visas; disability, leaves, and benefits. Provides analysis regarding all salary equity issues and processes staff classification, including making recommendations or determinations for appropriate classification. Attends all human resources briefings and disseminates relevant information.

Applies professional human resources policies and procedures to provide guidance to supervisors and managers to resolve a variety of human resources issues of moderate scope and complexity. Responsible for researching, analyzing, and interpreting changes in University policy and procedures to determine effect on the department and make recommendations on implementation of changes to management.

Actively participates in long and short-term planning, development of department personnel and payroll procedures, and development and planning of department climate programs. Recommends updates to department workflow and processes to meet campus and department goals.

  • Overtime may be required.
QUALIFICATIONS
  • Personnel generalist work experience including but not limited to: job descriptions, recruitment, classification, salary administration, performance appraisal, employee benefit and layoffs. Experience in the design and delivery of training, especially on employee induction, salary and benefits related issues to a variety of staff members.

  • Demonstrated experience and knowledge of complex payroll and timekeeping practices and procedures, salary scales, merits, range adjustments, performance bonuses and stipends on multi-funded cost distributions.

  • Demonstrated experience advising foreign employees regarding federal regulations and eligibility requirements in relation to visas and employment.

  • Demonstrated experience in interpreting policies and procedures, analyzing data and drawing conclusions and making recommendations to implement changes for improvement. Experience analyzing changes to policies & procedures and making recommendations. Experience in writing & developing policies and procedures.

  • Demonstrated ability to handle difficult or volatile situations / individuals effectively. Experience in investigating issues/problems and initiating solutions by communicating problems to the HR Manager. Skill to exercise effective control of situations or events in the absence of higher authority and ability to make recommendations or decisions that affect office and departmental operations and activities.

  • Strong knowledge, understanding and experience coordinating and interpreting policies for all leaves of absence including, but not limited to FML, CFRA, and PDL. Demonstrated experience monitoring leave usage, accruals and service credit.

  • Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems.

  • Analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Has working knowledge of other areas of HR.

  • Knowledge of human resources policies and programs, and how they affect other organizational policies and procedures.

  • Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments. Exceptional interpersonal skills. Strong oral and writing skills to communicate clearly, effectively, tactfully, and patiently in person, on the telephone, and in writing. Excellent proofreading and editing skills.

  • Detail oriented, excellent organizational skills and ability to multi-task and process high volume of work, both transactional and analytical. Extensive experience to independently plan, organize, and prioritize daily operations and projects in order to meet rigid deadlines. Ability to handle changes in workload.

  • Knowledge of organizational policies and procedures and knowledge of functional area.

  • Strong critical thinking and analytical skills to identify problems and use creativity to develop innovative solutions.

  • Demonstrated political acumen and initiative to exercise excellent judgment, tact and diplomacy in handling highly confidential and sensitive matters.

  • Demonstrated ability and knowledge of personal computer platforms and software tools including spreadsheets or databases, word-processing and internet to streamline and automate work for effectiveness and efficiency. Demonstrated knowledge of Google Suites.

Pay Transparency Act

Annual Full Pay Range: $63,800 - $111,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $30.56 - $53.45

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
