Overview

The Business Technology Services Team is looking for a Manager II Technology Product Management (TPM) to lead an engineering team responsible for delivering solutions in support of our Collections product team and their member/ employee facing products. In this role, you will own the product technology roadmap and will partner with stakeholders across Navy Federal to strategize, enable and deliver technical products and capabilities.

To serve as a TPM and subject matter expert for the assigned area delivering a designated service to the organization. To provide forward-looking, industry perspective and responsible for the full lifecycle of the respective service including definition, execution, and governance. Manage Services of high complexity and low to medium maturity with Service Impact of medium to high breadth and depth. Works independently with minimal supervision. Partner with Vendor Management Office in contract analysis and competitive market assessment for vendor selection process. Provide actionable feedback to Vendor Managers to ensure expected performance to SLAs.

Responsibilities

  • Partner with Collections stakeholders, leadership, and Product Owners to deliver technology products and services supporting Navy Federal members and employees
  • Lead engineering teams comprised of Navy Federal staff and contractors. Direct report roles include architects, engineers, analysts, testers, scrum masters and other delivery roles. Accountable for end-to-end design, build, test, deployment, and post production tier-3 support.
  • Establish measurable team Objectives and Key Results that align with the priorities of the enterprise and the parent organization: Product Engineering and Delivery Services (PEDS).
  • Evaluate the performance of directly aligned individual contributors leveraging OKRs, KPIs and SLAs; ensure service levels are achieved in line with SLAs and SLOs.
  • Develop resource and training plans; manage capacity and budget of direct and aligned teams to ensure that planned and committed scope can be completed on schedule.
  • Build and maintain relationships with team members, management, key stakeholders including Enterprise Technology Services teams, business partners, and/or external contacts (vendors, etc.).
  • Pursue thought leadership opportunities and provide perspectives on technology strategy for internal stakeholders and leaders.
  • Performs other related duties as assigned.

Qualifications

  • A master's or bachelor's degree in information technology, Computer Science or other related field.
  • Knowledge of enterprise anchor platforms such as, CACS X, Salesforce, Pega, MuleSoft and Microsoft Dynamics.
  • Experience managing, mentoring, and developing professional staff.
  • Solid leadership skills: Ability to build high-performing teams, as well as influence business partners across the company.
  • Prior experience working on microservices, and event driven architecture.
  • Hands on experience implementing in depth security controls including OAuth 2.0, JWT.
  • Technical knowledge in Azure Platform as a Service (PaaS); Azure Infrastructure as a Service (IaaS); Azure Kubernetes Service (AKS).
  • Experience in cloud native architectures and technologies (e.g., Containers, Continuous Integration and Delivery, API Management, B2B, B2C etc.).
  • Understanding of Azure cloud application architecture using platform tools such as Azure Functions and Event Framework leveraged for building scalable and modular applications using cloud design patterns.
  • Advanced skill in defining & implementing action plans to achieve strategic goals.
  • Advanced knowledge of Agile frameworks (e.g., SAFE).
  • Experience in leading, guiding and coaching professional staff.
  • Experience in resource allocation and management.
  • Advanced verbal and written communication skills.
  • Effective in producing desired results and achieving goals and objectives.
  • Experience in working with all levels of staff, management, stakeholders, vendors.
  • Effective skill presenting findings, conclusions, alternatives and information clearly and concisely.
  • Advanced skill relationship building, negotiation and facilitation skills.

Desired Qualifications

  • Knowledge of NFCU operations, processes, and procedures.
  • Experience with agile delivery frameworks and Azure DevOps.
  • Advanced knowledge of banking/financial industry standards and practices.
