Description
IntraHealth International is looking for an experienced consultant in PEPFAR performance monitoring and improvement based in eSwatini for the USAID-funded ASAP II project. Consultants will provide Technical Assistance (TA) to Local Implementing Partners (LIPs) in eSwatini regarding monitoring and evaluation for PEPFAR projects. Specifically, the Consultant for Monitoring and Evaluation (M&E) may conduct the following tasks:
- Support Local partners to design and implement a project monitoring and evaluation system framework, including defining project indicators, data collection tools and developing the project performance monitoring plan (PMP).
- Conduct a rapid assessment to understand LIP's current M&E capacity and identify capacity improvement needs.
- Co-create Capacity Development Plan (CDP) with LIPs; provide on-site TA as indicated in the CDP and monitor the progress of CDP.
- Provide one-on-one mentoring and coaching to partner staff to enhance their M&E competencies.
- Develop user-friendly resources, guides, and toolkits to support capacity-building initiatives.
- Provide guidance on data management system for tracking and reporting.
- Develop an M&E strengthening plan including identifying process and outcome indicators.
- Develop a QA /QI processes and supportive supervision tools to strengthen the M&E team and compliance with USAID requirements.
- Implement capacity-building activities to increase the ability of key LIP staff to identify, collect, analyze and report on high-quality data in support of program's indicators and foster evidence- based decision making.
- Support partners in documenting and disseminating bast practices and success stories.
- Train the M&E teams on M&E tools, methodologies and PEPFAR reporting requirements including High-Frequency Reporting (HFR) and quarterly progress reporting in DATIM and MER indicators.
- Guide roll-out of continuous quality improvement (CQI) across local partners while concurrently participating in routine data quality assessment (RDQA) exercises; provide supervisory support in the field.
- Ensure LPs M&E policy documents, guidelines and tools are up-to-date and in accordance with organization goals, project needs USAID requirement.
Desired Education/Experience
- A master's degree in Statistics, Epidemiology or another health-related field
- 10+ years of experience monitoring health or HIV-specific programs, particularly designing M&E plans
- Demonstrated expertise in both quantitative and qualitative research methods.
- Proficient in data management tools (eg. excel, power BI, DATIM, DHIS2)
- Minimum of 5 years' practical experience setting up and managing project monitoring and evaluation plans and systems, for USAID-supported projects preferred
- Substantial experience in building the capacity of government and/or local partner staffing data collection, analysis and/or use
- Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy
- Possess outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills
- Willingness to travel within the region as needed.
- Strong English language skills required.
- Preferably reside in eSwatini or South Africa. Must be permitted to work in eSwatini or South Africa.
