Job Title: VP & CRA Officer III Department: Risk & Compliance We are looking for VP & Community Reinvestment Act (CRA) Officer III to join the Risk and Compliance team! The VP & CRA Officer III is responsible for developing, implementing, and administering all aspects of the Bank's CRA Policy and Program. This position plans, organizes, and controls the Bank's overall compliance and CRA activities; collaborates with the business units in the overall administration of these directives for the Bank. Key Responsibilities:
- Evaluate the legal and regulatory environment pertaining to the Bank's CRA obligations, including FDIC, FRB, CA DFPI and State compliance examination procedures; prepare and disseminate the Bank policies and procedures necessary to ensure CRA requirements are met.
- Receive continuous CRA training, sufficient time and adequate resources to effectively oversee, coordinate and implement the Bank's CRA goals and plans.
- Develop and implement an on-going CRA training program to ensure that directors, senior management, and all employees receive adequate training with regards to their respective position and are well aware of CRA requirements pertaining to their function within the Bank.
- Prepare and provide management and Board or designated committees with the information necessary to approve CRA plans and policies, understand regulatory requirements; and review results of operational efforts to meet CRA goals; report significant or sensitive information directly to the Board, as necessary.
- Direct and work in coordination with the line area officers in charge of day-to-day compliance for their respective areas, develop, administer and maintain adequate internal controls to ensure full compliance with all applicable CRA laws and regulations.
- Attend CRA-related events, functions, training, and community outreach activities as required, including necessary travel to represent the Bank and meet CRA objectives.
Requirements/Qualifications:
- Bachelor's degree in Business Administration or related field or equivalent experience.
- Minimum ten years of experience in banking compliance related position and five years in a CRA-related management position.
- Direct experience with regulators, auditors, and other consultants in the industry.
- Broad knowledge of tasks performed in banking operations and CRA functions.
- Ability to analyze and organize CRA-related information and perform calculations.
- General knowledge of banking laws, CRA regulations, and community development practices.
- Present a professional image in dealing with clients, interdepartmental and external representatives.
- Good written and oral communication skills; ability to communicate effectively and project a professional image in writing, in person, and phone interactions.
- Ability to respond effectively to inquiries or customer complaints, especially in sensitive situations related to CRA.
- Accurate typing/keyboarding skills; basic computer skills, including the use of word processing, spreadsheet software applications, and e-mail.
- Familiarity with CRA reporting tools and database management systems.
- Ability and willingness to travel as needed to attend CRA-related events, functions, training, and community outreach activities.
