DESCRIPTION

The Department of Medicine (DOM) is responsible for fulfilling the teaching, research, and clinical missions of the University of California, San Diego (UCSD) and employs 486+ full-time salaried faculty members and 100+ academic appointees. Staff personnel include 600+ staff in 9 bargaining units, students, and volunteers. There are 250 clinical faculty practicing at multiple sites and hospitals.

Under the direction of the Director of the Cardiovascular Institute (CVI) and the Administrative Vice Chair for the Department of Medicine (AdVC), the incumbent establishes institutional goals and manages the financial and administrative functions of the CVI and the division of Cardiology, overseeing $25 million in clinical revenue (technical and professional combined), $21 million in research funding, and $4 million in academic/other funding. The incumbent is responsible for the operational management, coordination, and oversight of all activities of Cardiovascular Medicine and the CVI, including management of 3 ACGME fellowship programs and clinical operations across UCSD and The United States Department of Veterans Affairs (VA).

Incumbent manages short and long-term development and implementation of policies and procedures for fiscal, administrative and operational management. Successfully collaborates with Division Chief, Service Chiefs, faculty, medical center, medical group, department leadership, health system leadership and campus leaders to ensure goals and objectives are achieved through initiative and management leadership. Develops the operational reporting structure, providing growth and development opportunities to all division staff regardless of reporting relationship. Provides sound management of resources and provides a consensus building management culture. Is responsible for all aspects of the clinical trial contracting and compliance, pre and post award, Clinical Service program development, contract negotiation, implementation and administration. Negotiates resources for program development (including referral development), special contracting, and outreach activities.

Incumbent anticipates academic needs, assists with recruitment of new faculty, directs the merit and promotional process, and prepares matrices for faculty indicating income, research, clinical and teaching activities. Manages complex analysis of all revenue/expense reports. Incumbent prepares annual budgets, forecasting revenue, anticipating growth trends and maximizes clinic sessions. Responsible for approving all expenses for various Cardiology Service Line cost centers and academic and research accounts. Manages the fellowship program, including recruitment and preparation of necessary information for ACGME accreditation. Assists faculty in procuring grants, clinical trials and other research contracts, and develops appropriate cost accounting tools. Oversees information technology (IT) needs of division and the Service Line. Participates on committees that benefit clinical, academic and research. Adheres to UC policy and procedures in performing all duties of the position.

Under the general supervision of the DOM AdVC and Division Chief, the incumbent is responsible for the management of all clinical operations, financial management, patient flow, clinical quality, patient satisfaction, regulatory compliance, IT & management of space and facilities. Is actively involved in patient care as a provider and coordination of patient care in order to ensure the smooth progression of the patient's medical evaluation and treatment. Responsible for the general oversight of the quality assurance/quality improvement programs and reports to executive leadership on clinical matters including those related to quality issues.

Additionally, the incumbent will serve as a clinical lead in the Department of Medicine, working with the Physician Group and Health System to determine new clinical reporting and other initiatives to improve activities for clinicians across the Department.

Responsible for managing the financial and administrative operations of a health sciences interdisciplinary / research department, division or center with clinical collaborations. Manages daily operations, allocates resources, and makes recommendation for short-and long term planning. Erroneous decisions or failure to achieve goals results in additional costs and delays in overall schedules.

MINIMUM QUALIFICATIONS
  • Eleven years of related experience, education/training, OR a Bachelor's degree in related area plus seven years of related experience/training.

  • Demonstrated leadership and supervisory skills.

  • Expert knowledge of financial analysis and reporting techniques, accounting, budgeting and payroll.

  • Strong interpersonal skills to effectively manage staff, collaborate, persuade and influence. Demonstrated ability to negotiating.

  • Strong analytical, organizational, problem solving, and decision-making skills.

  • Demonstrated ability to develop, communicate, and implement strategic plans.

  • Demonstrated HR administration skill.

  • Demonstrated project management skills.

  • Demonstrated ability to identify, develop, and prioritize objectives.

  • Demonstrated experience developing and implementing short and long range plans and strategies by applying trends, projections, growth and anticipated goals of the division.

Pay Transparency Act

Annual Full Pay Range: $116,000 - $224,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $55.56 - $107.38

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
