Civil Engineer BB&E is a full service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors. Position Summary BB&E is currently looking for a Civil Engineer to provide Civil Engineering design support services to support Design-Bid-Build and Design-Build projects and associated efforts undertaken by NAVFAC Pacific, Planning Design and Construction Directorate, Design Division (PDC4) at NAVFAC Joint Base Pearl Harbor-Hickam, HI. Job Duties & Responsibilities
- Perform site layout and grading design; design of water and sanitary sewer systems; performs stormwater calculations and design and demonstrates proficiency with AutoCAD Civil 3D
- Coordinate with team members to execute project scope, schedules, and budgets in conformance with the project and customer requirements
- Facilitate the minimization of project delays by providing technical reviews and recommendations when requested within predetermined timeframes
- Research codes, guidance, policies, procedures, processes, criteria and Federal laws and regulations and provide sound technical recommendations both verbally and in writing
- Apply innovative technical principles, practices and theories to the resolution of technical issues
- Coordinate with the Government client, NAVFAC team members, leadership, project stakeholders, and various regulatory agencies
- Coordinate and facilitate meetings, make recommendations based on project requirements, coordinate workflow processes, schedule/coordinate plans of actions and milestones (POAMs) and effectively communicate findings to project personnel; provide written minutes for all meetings
- Review technical reports, RFIs, designs, design changes for both design-build and design bid build projects, project deliverables, submittals, cost proposals from contractors, etc. to ensure compliance with customer and RFP requirements
- Provide technical support for the review of the commissioning plan, design and construction submittals, and field inspections
- Provide technical support for the construction field activities
- Provide summaries of accomplishments during weekly meetings and in a prepared monthly status report
- Field investigations are excluded; no travel required
Key Qualifications
- US Citizen and Secret Security Clearance (Tier 3 preferred) or ability to obtain is required
- Certification: Professional Engineering license (PE) desired, but not required
- Knowledge
- Demonstrated experience performing site layout and grading design; design of water and sanitary sewer systems; performing stormwater calculations and design using AutoCAD Civil 3D
- Demonstrated knowledge of broad-based Engineering principles and versed in the discipline being hired
- Sound understanding of technical concepts, principles and practices applicable to multi-disciplined engineering project design
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences; demonstrated experience in preparing correspondence, written reports, and in briefing management personnel
- Software: Demonstrated experience in the use and application of Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.), AutoCAD and/or Revit, etc.; ability to adapt to new software such as eCMS, MS Teams, and Zoom as necessary
Experience & Education
- Experience: A minimum of six 6 years of Design Management and/or Design experience
- Education: A minimum of a Bachelor's degree from an ABET (The Accreditation Board for Engineering and Technology, Inc.) accredited Engineering college is required
Physical Requirements
- Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
- Ability to operate office equipment, including computer, copy machine, phone, etc.
- Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
- Capable of lifting up to 10 lbs.
