HX5 is seeking a Strategic Operations Analyst to assist in the Highest Technically Rated, Reasonable Price/Offer (HTRO) government contract capture process for key business opportunities. The successful candidate must be strategic, experienced, detail oriented, and able to adhere to and apply detailed analytic processes. The position is located in Fort Walton Beach, Florida.

Essential Duties and Responsibilities



  • Analyze draft RFPs issued by government and provide analytics and statistics on current contract possibilities for winning proposals.
  • Evaluate current company contracts and develop a strategy to track specialized areas for business development response requirements for HTRO efforts.
  • Develop collaborative cross-functional teams, to include other strategic business partners across multiple organizations for pre-proposal and proposal activities.
  • Assist Vice-President of Business Development with business planning activities, to include pipeline reviews, bid agenda development, opportunity gate reviews, and proposal reviews.
  • Must be able to understand client needs, assess competition and help develop strategies that position the organization to win efforts and the best-suited contractor.
  • Strategically plan and execute capture activities for government contracts.


Education and/or Experience



  • Bachelor's degree in English, Business, or a technical field. Master's degree preferred.
  • 3+ years' experience in military, government or government contracting environment.
  • Knowledge of government and military contracts with a demonstrated ability in implementation of the Shipley process preferred.
  • Demonstrated ability to understand all contract types (HTRO, single or multiple award, IDIQ, non-IDIQ), as well as payment types (FFP, T&M, cost plus).
  • Demonstrated business development knowledge including targeting, capture strategy, customer relationship development and relationship development with partner organizations.
  • Excellent writing and editing skills, including transforming disparate materials into cohesive, persuasive proposals.
  • Proven analytic skills, to include analyzing and solving complex problems in winning bids.
  • Process-oriented experience providing structure and detail to business development and proposal pursuits.
  • Working knowledge of the U.S. federal procurement process, including the Federal Acquisition Regulation (FAR).
  • Outstanding communication skills, including presentations, lectures, and training.
  • Excellent interpersonal skills and a high degree of business acumen.
  • Proficient in MS Office.
  • Strong leadership skills, to include leading geographically dispersed teams.
  • Self-directed with the ability to work without supervision.
  • Self-motivated and accountable.
  • Ability to work in a dynamic, fast-paced environment.
  • Strong attention to detail and a high degree of accuracy.
  • Able to interact well with all levels of organization.


Other Position Requirements



  • Experience managing or supporting Highest Technically Rated Offeror with a Realistic and Reasonable Price (HTRO RRP) procurements.
  • Training in Shipley Methodology.
  • APMP Certification a plus.


Position Type/Expected Hours of Work



  • This is a full-time, in-office position requiring 40 hours per week and offers a flexible work schedule Monday through Friday during core business hours.
