We are seeking a motivated and detail-oriented Military Education Subject Matter Expert (SME) to join our team, with a focus on supporting the Office of the Assistant Secretary of Defense for Readiness (OASD(R)) in the area of Force Education and Training (FE&T). The selected individual will play a pivotal role in assisting with training, military education, program advisory, policy development, analysis, and mission support services. In addition, the role will encompass Management Analysis consisting of conducting organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Includes program analysts and management consultants.
Responsibilities:
The role of a Military Education Subject Matter Expert (SME) supporting the Office of the Assistant Secretary of Defense for Readiness (OASD(R)) encompasses several key areas of responsibility: Educational and Training Support
- Managerial and Knowledge Transfer: Provide guidance and support to the Office of the Under Secretary of Defense for Personnel and Readiness (OUSD P&R) and its directorates, ensuring effective dissemination of knowledge and best practices.
- Program Development: Design and deliver Programs of Instruction (POIs), training materials, curricula, and reports tailored to various projects and tasks, enhancing the educational framework within the Department of Defense (DoD).
Policy Development and Strategic Initiatives
- Consulting: Provide quick-response recommendations and analysis for short-term, and specialized requirements from OASD(R) senior personnel, contributing to informed decision-making.
- Strategic Planning: Assist in identifying, defining, and implementing strategic programs and initiatives, including the formulation of long-range plans that align with DoD objectives.
Emerging Issues Analysis:
- Research and analyze emerging military education trends, providing recommendations and strategic support to proactively address potential challenges.
Collaboration and Coordination
- Interdepartmental Collaboration: Work closely with OUSD(P&R), OASD(R), OSD components, Joint and Service staffs, Service training commands, Combatant Command (CCMD) staffs, and the DoD Inspector General to synchronize DoD-level educational enterprise initiatives such as Outcomes Based Military Education and learning records support to talent management.
- Working Group Leadership: Lead and facilitate strategic-level working groups in support of OSD educational enterprise ensuring cohesive policy development and implementation.
Analysis and Recommendations
- Strategic-Level Research: Conduct analyses on military education programs and trends to support government decision-making and identify educational requirements that address current and future needs.
- Policy Evaluation: Perform studies and prepare recommendations related to force education, training and readiness policies, DoD and Joint educational training programs, and learning science requirements, ensuring policies are effective and up-to-date.
- System Improvement: Analyze and suggest enhancements to acquisition processes, personnel management, and supporting systems to improve force readiness, education, and training outcomes.
Event Planning and Execution
- Educational Events: Plan, support, and conduct proof of concepts, demonstrations, and educational events for OUSD P&R and its directorates, facilitating practical applications of training programs.
- User Delivery: Provide training on educational systems, processes, policies, and other directives as required by OASD(R), ensuring personnel are well-prepared to execute their duties.
Management Analysis
- Organizational Studies: Conduct evaluations of organizational structures and processes, designing systems and procedures to enhance efficiency and effectiveness within the DoD.
- Operations Manuals: Prepare comprehensive operations and procedures manuals to assist management in optimizing performance and achieving strategic goals.
Congressional Representation and Legislative Liaison
- Congressional Processes: Possess knowledge of congressional procedures, including inquiries, responses, and the legislative process, to effectively represent OASD(R) interests on the congressional floor.
- GAO Reporting: Handle Government Accountability Office (GAO) reporting requirements and audit processes, ensuring compliance and transparency in military education programs.
- Inspector General Reporting: Understand and manage DoD Inspector General reporting requirements and investigative processes, maintaining accountability and integrity within educational initiatives.
Requirements:
- Active Secret Clearance is required; Top Secret (TS) or above is highly desired.
- Minimum Bachelor's Degree in a relevant field of study (higher education, education administration, Business, Accounting, etc.) and certifications (as applicable for the relevant field of study) preferred.
- Highly Desired: Advanced Degree: A Master's Degree or higher in a relevant field (e.g., Public Administration, Political Science, Business Administration, higher education, education administration or a technical field.
- 10 years of experience in a relevant field, such as military education, professional military education, joint professional military education, government operations, defense policy, or program management.
- Proficiency in Microsoft Office and familiarity with SharePoint, MS Teams, Adobe, and Outlook.
- Knowledge of DoD policies and procedures; including familiarity with DoD directives, instructions, and regulations (highly desired, as these pertain to military education programs).
- Experience with the DoD Correspondence and Task Management System (CATMS) is highly desired, or similar systems, such as TMT or ETMS2.
Knowledge/Skills/Abilities:
- Knowledge with congressional processes, to include inquires, responses, and the legislative process.
- Knowledge of GAO reporting and ability to handle (GAO) reporting requirements and audit processes.
- Proficient knowledge and experience in MS office products, MS Teams, Adobe, Outlook (and similar).
- Knowledge of (DoD) Inspector General (IG) Reporting; to include reporting requirements and investigative processes,
- Knowledge (and experience) in curriculum development and evaluation.
- Strong analytical and problem-solving skills to assess and respond to complex issues.
- Excellent written and verbal communication skills for drafting reports, memos, and responses.
- Adaptable and fluent in dynamic working environments that involve high ranking / senior leadership individuals with competing project deadlines.
- Ability to work in highly dynamic environment.
- Ability to work on high-visibility or mission critical aspects of a given program and performs all functional duties independently.
CATHEXIS offers competitive compensation packages to all eligible employees. Our goal is to provide a compensation package that reflects the value you bring to our team, is competitive with market rates, and promotes your financial security and personal well-being. The annual salary range for this role is $140,000 - $225,000. Please note that the salary information provided is a general guideline.
