Summary: The HVAC, BAS, Utility Metering Systems Specialist primary task is to maintain existing mechanical and HVAC/BAS/UMS equipment/structures, located throughout the McNamara Headquarters Complex, Defense Logistics Agency, Fort Belvoir site in good, operating condition. The Contractor shall provide operation, maintenance, repair, and alteration services on a variety of Heating, Ventilation, Air Conditioning and Refrigeration (HVACR) units, BAS, and UMS and their components at the HQC. Work in any of the following: DLA Headquarters Complex, Fort Belvoir, VA (HQC), Defense Supply Center Richmond, VA (DSCR), Defense Supply Center Columbus, OH (DSCC), DLA Distribution Center Susquehanna, PA (DDSP), New Cumberland, Pennsylvania.
Responsibilities
Essential Job Functions:
- Maintenance, repair, and installation of all components, devices, equipment and associated systems, including but not limited to compressors, Air Handling Units, blowers, motors, drive assemblies, fans, service valves, dampers, condensers, cooling coils, piping, pumps, purge units, control systems and wiring, duct work, burner assemblies, combustion chambers, thermostats and temperature controls, registers, condensate and drip pans and drains, grills, evaporators, air filters, dual duct VAV units, (approximately 1,100), Fan Powered VAV units (approximately 150), Terminal Reheat VAV units (approximately 100), heat/air conditioning units, government owned refrigerators (quantity approximately 125), Ice Making Machines (Quantity approximately 15), all Commander's kitchen appliances/equipment and all other items of equipment essential to the proper operation of HVACR equipment and systems in accordance with manufacturer's documentation.
- Perform operation, maintenance, repair, and alteration services on a variety of HVACR units, BAS, and UMS equipment.
- Conduct inspections, diagnostics, and troubleshooting of mechanical and control systems to identify and resolve issues.
- Monitor and adjust system parameters to maintain energy efficiency and ensure compliance with operational standards.
- Perform preventive and corrective maintenance on chillers, boilers, air handling units, cooling towers, pumps, motors, and other HVACR components.
- Maintain and update system logs, work orders, and maintenance records using computerized maintenance management systems (CMMS).
- Collaborate with engineering and technical teams to improve system performance and implement upgrades.

- Perform other duties as assigned.
Qualifications
Necessary Skills and Knowledge:
- Knowledge of industry standards, codes, and regulations (ASHRAE, NEC, NFPA, OSHA).
- Strong problem-solving skills and the ability to work independently or as part of a team.
- Excellent communication and documentation skills.
- Ability to obtain and maintain necessary security clearances for working in a federal facility.
Minimum Qualifications:
- High school diploma or equivalent; vocational or technical training in HVACR systems preferred.
- Minimum of 5 years of experience in HVAC maintenance, BAS, and UMS operations.
- EPA Section 608 Certification (Universal) required.
- Ability to pass a background investigation
- Must be a US citizen
Preferred Qualifications:
- Associate's degree or technical certification in HVAC, Controls, or a related field.
- Experience with federal government contracts and military facility maintenance.
- Proficiency in data analytics and reporting for UMS energy efficiency improvements.
