SLS is seeking an experienced Project Controls Manager interested in joining a fast-growing and dynamic Federal Division that is aggressively pursuing CONUS and OCONUS civil infrastructure opportunities with federal clients, such as the Naval Facilities Engineering Command (NAVFAC), U.S. Army Corps of Engineers (USACE), and Air Force Civil Engineer Center (AFCEC).

The Project Controls Manager will be responsible for growing and managing a small team that will be responsible for all project controls functions for the entire project portfolio of the Federal Division. Primary responsibilities will include developing and maintaining project schedules, change management, earned value management, costs and revenue tracking, and generating various analytical reports for various management needs.

Responsibilities:
  • Serve as Project Controls Manager, reporting to the Division President of SLS Federal Services.
  • Provide hands-on development, management, and maintenance of all scheduling efforts utilizing Primavera P6 and/or other scheduling software as appropriate.
  • Review all contract specifications to ensure proper compliance with scheduling, project billing, earned value, change management, and other similar project controls requirements.
  • Assist project management teams with developing meaningful work breakdown structures, identifying long lead items and resource constraints, and establishing key milestones and project indicators.
  • Assist project management teams with tracking and analyzing project budgets, to include commitments, actuals costs, accruals, forecasts, and cash flow projections.
  • Assist project management teams with developing, revising, and maintaining project budgets, cost estimates, forecasts to complete, earned values, and change management.
  • Assist project management teams with ensuring all contract deliverables are regularly tracked and all deadlines are met.
  • Monitor the division's backlog of active projects and future pursuits to ensure effective and timely project controls support is provided for all endeavors.
  • Participate in the contract proposal process as the subject matter expert for all project controls and scheduling requirements and provide related support and input.
  • Develop strong rapport and camaraderie with Project Executives and Project Managers to ensure they understand and appreciate all project controls efforts as being a force multiplier.
  • Identify key resources needed to grow a small Project Controls Team including key personnel, 3rd party consultants, software solutions, skills training and professional certifications.
  • Perform additional assignments as directed by the Division President.

Position Requirements:

  • Bachelor's Degree (minimum) in Engineering or Construction Management from an accredited institution. Master's Degree (preferred) in Engineering or Business Management.
  • Minimum 10-yr experience as a Project Control professional with progressive leadership roles.
  • Experience with Primavera P6 (required). Experience w/MS Project, Procore, and Heavy Bid desired.
  • Federal Contract experience w/USACE, NAVFAC, or AFCEC strongly desired.
  • Strong English language verbal/written communication skills required.
  • U.S. Citizenship required and must successfully pass background/security checks.

Physical Demands:

  • Occasional lifting (up to 15 pounds), bending, pulling, and carrying.
