Function: Earned Value Management (EVM)

Location: Remote/Cobec Site - Washington, D.C.

Employee Status: Full-Time

Salary Range: $125k- $165k

Security Requirements

Must be a US citizen or a legal resident for three of the past five years. Public Trust cannot be granted without meeting the residency requirement.

Must meet eligibility requirements for a US Public Trust security clearance (moderate risk), including a soft credit check and criminal background check. Please refer to the criteria listed in
5 CFR 731.202 to understand the Public Trust suitability requirements.

Job Summary

This position will provide experienced Earned Value Management to customers primarily at the Federal Aviation Administration (FAA) but could include other Agencies such as DHS, NASA,DOD,etc.

Years of Relevant Experience

The position requires 15-20+ years of experience with a minimum of 15+ years of EVM experience and competency with EVM Tools, including Cobra, and/or PRISM, and/or Deltek. FAA experience is desirable. A master's degree or Ph.D. may count for additional years of experience.

Essential Job Functions

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from this position if the work is similar, related, and/or a logical assignment for this position. Other duties may be required and assigned.

Individuals will assist in the efficient and effective operation of the program office, providing on-site program execution and EVM support to analyze, resolve and track budgetary and other financial issues with emphasis on financial execution support activities. In the program execution and financial management support area, the individual's activities include but are not limited to:




  • Responsible for collaborating with program management, business management, scheduling, earned value and technical team members to monitor, analyze and collaborate with vendor points of contact for an Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) and report schedule performance accordingly.
  • This EVM Principal Consultant will play a critical role in enhancing the EVM capabilities of FAA personnel, ensuring effective project cost and performance management in compliance with federal regulations and standards.
  • Responsible for teaching other EVM analysts how to interpret, report, analyze, and comply with EVM metrics, results, and reporting requirements.
  • Responsible for supporting the organization's EVM talent development, performance management, and business strategy
  • Responsible for supporting Cobec's Growth and Strategy team in client pitches, bid and proposal efforts and sales strategies regarding EVM.
  • Analyze vendor Cost Performance Reporting (CPR), then provide and implement recommendations on corrections necessary that were identified in review.
  • Collaborates with vendor and PMO support team members to perform weekly/monthly detailed analysis for major Program Events, as well as key intermediate milestones, in order to provide program status updates. Including a brief to PMO management monthly status with comparison to previous submittal(s).
  • Reconcile monthly invoices, import actuals into EVMS tool develop Contract Performance Reports, identify and effectively communicate variance analysis reports to Executive Management and clients.
  • Analyze corrective actions and provide assistance to develop work around planning to maintain a viable program baseline schedule.
  • Apply earned value management and qualitative and quantitative risk management, conduct analyses, reconcile variances and report cost and schedule performance.
  • Identify trends and forecast estimates at completion, maintain baseline change control, and provide clients with actionable information and recommendations.
  • Complete necessary EVM Data Call briefings as required by customer and support internal audit activities.
  • Work with finance and budget team member(s) on review of project funding/budget information, as well as, vendor invoice for actual spending information for claimed activities.
  • Work with program office scheduler on necessary updates based on analysis and exchange information on those updates with the vendor as they occur.
  • Extract cost reports from financial management systems, review cost reports for anomalies and errors, and obtain performance reports from outside organizations.



Education Requirements

Bachelor's degree required, preferably in Information Systems, Business Management, Mathematics, Engineering, Finance, or Accounting. Graduate and Post Graduate degrees are a plus. Master's degree is a plus and may count as additional years of experience.

Certifications: PMP and/or Earned Value Professional (EVP) certification are a plus.

Skills Requirements



  • Perform analysis, reporting, and change management activities with Earned Value Management System Criteria of the FAA
  • MS Office Suite, particularly MS Excel and PowerPoint
  • Should be knowledgeable and proficient with some of the following reporting software tools such as MPM, wInsight, Cobra, Dekker Trakker, Deltek, etc.
  • Scheduling software such as Primavera
  • Excellent communication and report writing skills
  • Comfortable working in a fast-paced environment with competing priorities and short turn-around times.
  • Able to coordinate work with various locations and team members to meet ongoing multiple deadlines
  • Strong analytical background and good interpersonal skills.
