Associate Vice President - Neuroscience Service Line

The Associate Vice President (AVP) for the Neuroscience Service Line (NSL) is responsible for partnering with the Chairs of Neurology and Neurosurgery and VCU Health System, VCU Hospital, Practice Plan and School of Medicine Leadership in establishing the NSL and advancing strategies, including integration of the education research and community engagement missions, into NSL operations. The AVP of the NSL is accountable for the strategic direction and growth, finance and fiscal responsibility, clinical and service performance, and operations of the Neuroscience Service Line under the joint direction of the VP of Service Lines and the Chairs of the Departments of Neurology and Neurosurgery.

Essential Job Statements

1) Strategic Direction and Growth

  • Responsible for leading the development of the NSL in partnership with the Chairs of Neurosurgery and Neurology and other key stakeholders.
  • Identifies new clinical programs consistent with market opportunity, patient need, financial feasibility. and the geographic market.
  • Develops business plans and implements once approved to support the NSL and is accountable for successful implementation per timelines established in the plan.
  • Works collaboratively with VCU Health System Leadership to align service line development with institutional priorities and strategy.
  • Works collaboratively with the clinical departments, School of Medicine and other University stakeholders to ensure integration of research and education missions into NSL operations.
  • Reviews capital projects before submission to VCU Health System.
  • Monitors outcomes of strategic initiatives, providing data on return on investments (ROI) and utilizing performance improvement principles to address opportunities of concern.
  • Collaborates across the Health System and University to ensure coordination of services and provision of on-going communication related to NSL activities, outcomes and needs.
  • Maintains knowledge of NSL future trends and innovation to support transition into new strategic initiatives.

2) Finance and Fiscal Accountability

  • Develops and manages capital and operational budgets and space allocations for all NSL cost centers with ultimate accountability for expenditures.
  • Maintains expert knowledge of reimbursement trends impacting current and future neuroscience care delivery provision.
  • Shares knowledge and data with key leaders to drive well-informed business decisions.
  • Identifies opportunities for fiscal improvement of the NSL and develops and leads cross-functional teams to drive improvements.
  • Monitors monthly key statistics for volume, productivity, billing/collections for key areas of focus, including Hospital billing and Professional billing.
  • Collaborates with Managed Care colleagues to support reimbursement strategies and information needed for successful contract review and negotiations to continuously drive the value of cancer services provided.
  • Completes funds flow review for NSL at designated time frames.

3) Clinical and Service Performance

  • Knowledgeable and accountable for leading development of the individual disease pillars within the NSL.
  • Accountable for patient experience standards for NSL performance in accordance with organizational priorities.
  • Provides leadership and support through engagement to various hospital staff, physicians, patients and families, and community partners to drive clinical operational efficiencies to support evidence-based practice.
  • Collaborate with Neurology, Neurosurgery, other clinical departments, and VCUHS and VCU clinical research leaders and stakeholders to integrate clinical trial trials into the NSL and optimize participant enrollment.
  • Develops operational and quality performance standards and dashboards.
  • Develops and maintains a strong working relationship with all medical staff.
  • Participates in professional staff recruitment planning, interviewing, and on-boarding.
  • Demonstrates ability to work well with peers while ensuring a strong, cohesive team within a highly matrixed organization.
  • Ensures appropriate NSL leadership presence is maintained at appropriate leadership and quality forums in order to ensure appropriate alignment with quality and service initiatives of organization.
  • Implements growth plan strategies.

4) Operations

  • Ensures all activities of NSL are aligned with hospital and health system initiatives.
  • Manages the various NSL Program Directors, Operations on day-to-day operations of all ambulatory and inpatient sites.
  • Review space and human resources related to operations within and affecting the NSL.
  • Ensures areas of focus are perpetually prepared for regulatory and compliance reviews of programs and practices.
  • Actively participates in communication strategies with Marketing and Communication to support key stakeholder knowledge of NSL activities.
  • Through personal communications, leads organizational efforts in support of NSL to continuously improve staff engagement and patient and family satisfaction.
  • Provides consistent and timely feedback to key stakeholders.
  • Maintains excellent project and work product documentation.

Patient Population: Demonstrates knowledge and related competencies of the principles of growth and development of the life span and possesses the ability to assess data reflective of the patient's status and interprets the appropriate information needed to identify each patient's requirements relative to their age, specific needs and to provide the equitable care needed as described in departmental policies and procedures. Neonates (0-4 weeks), Infant (1-12 months), Pediatrics (1-12 years), Adolescents (13-17 years) Adults (18-64 years), Geriatrics (65 years and older)

Education Qualifications

Required Education: Master's degree in business, healthcare administration, management, finance, or healthcare related field. Demonstration of training and progressive experience in a complex setting such as a university,healthcare environment, academic research environment, or executive business office.

Preferred Education: MBA/Master's in Finance or Management or similar

Minimum Qualifications

Years and Type of Required Experience: Minimum of ten (5) years of progressively responsible leadership experience in an academic or community healthcare setting (5-10 years preferred). Progressively responsible leadership experience in clinical neurosciences in an academic or community healthcare setting is preferred. Ability to exercise independent judgement and critical-thinking. Ability to manage multiple projects and tasks with technical, analytical, and professional level work. Excellent organization and time management abilities. Able to work in a fast-paced, demanding environment and adapt to changing priorities.

Micro Soft office proficiency (MS Word, Excel, PowerPoint and Financial Management software such as Strata); excellent written, oral and interpersonal communication skills.

Other Knowledge, Skills and Abilities Preferred: Experience working for senior level executives or administrators in a complex health care system including in-patient and ambulatory services. Flexibility and availability during non-work hours for assistance with the Neuroscience Service Line.

Working Conditions: Periods of high stress and fluctuating workloads may occur. General office environment. Required to car travel to off-site locations, occasionally in adverse weather conditions.
