Responsibilities

Responsibilities:

Arcfield is growing and seeking a Systems Engineer Technical Specialist to support Program/Project Planning for their customer's COMM Directorate. The ideal candidate for this position will be able to determine the scope of the program and technical activities, identify objectives, outputs, tasks and deliverables, and establish schedules for program or project task conduct, including achievement criteria, and required resources to accomplish project tasks. (Please note, an offer for this position will be contingent on an awarded contract.)

Key Responsibilities Include:

  • Assisting with project planning to establish the direction and infrastructure necessary to assess and control the progress of a project and identify the details of the work and the right set of personnel, skills, and facilities with a schedule of need for resources from within and outside the organization
  • Support the planning and coordination of COMM program's or project's work objectives to deliver a satisfactory product, service, or enterprise outcome within the constraints of schedule, budget, resources, infrastructure, and technology
  • Provide technical support to AO Program Office management during program planning and execution
  • Assist ongoing continuous programmatic and technical risk identification and monitoring for program/project managers and escalate significant risks to the program/project risk register, recommend risk mitigation activities and support AO program management decisions to execute risk mitigation plans in accordance with Reference Risk Guidance
  • Analyze SP contractor's work products and work processes measurement data and recommending corrective action when actuals do not align with planned status

Qualifications

Required Qualifications:

  • BS 10-12, MS 8-10, PhD 5-7
  • An Active Top Secret / SCI w/Poly Clearance
  • Bachelor's degree in Science, Technology, Engineering, or Mathematics
  • Outstanding customer intimacy skills; ability to collaborate in cross-functional teams as well as to interface effectively with personnel at all levels of government
  • A commitment to quality, accuracy, continuous improvement, and be detailed oriented
  • Proven ability to work independently and collaboratively, managing multiple tasks concurrently
  • Strong communication skills to liaise with technical and non-technical audiences
  • Excellent analytical, problem-solving, and project management skills
  • Demonstrated judgment, initiative, and critical thinking to execute mission objectives
  • The ability to travel as necessary to satisfy assigned tasks
  • Be comfortable and flexible with executing additional duties as assigned
  • Has demonstrated a holistic approach in order to design, develop, evaluate and modify end-to-end systems and systems-oriented products through their entire life cycle
  • Has established and coordinated the development of standards, practices, and procedures as related to overall product development
  • Has acted as a customer liaison and supporter for business development activities in order to understand and shape requirements
  • Has participated in system conceptual designs and documented the design concepts
  • Experience developing detailed project plans, timelines, and resource requirements for system development or service delivery
  • Experience tracking project progress against milestones and adjusting plans as needed in order to manage risks, dependencies, and constraints during program execution

Desired Qualifications:

  • Advanced degrees or certifications in Science, Technology, Engineering, or Mathematics
  • Experience designing, researching and developing highly advanced applications, which may result in new product/business opportunities for the company
  • Experience ensuring requirements comply with client requirements and government standards through formal verification methods
  • Has reviewed test plans/procedures to ensure they meet the objectives of the contractual requirements and participated in the testing process to validate requirements
  • Has experience working for the Federal Government/IC
