Duties and Responsibilities:

Position will represent BNSF in the following areas by championing efforts of Public Projects.

Specific duties may include:

  • Create compelling vision for the assigned territory to drive safety, service, and cost outcomes for BNSF while integrating priorities of local, state, and federal agencies. Take action to lead and coordinate progress with internal and external partners.
  • Understand grade crossing safety metrics and trends within individual state territory and utilize data to educate public agency leaders to assist with making decisions on funding allocations and planning priorities.
  • Leverage crossing data to coordinate and identify opportunities to drive continuous improvement in grade crossing safety through the execution of outside agency and Federal Section 130 funding program for signal and track projects.
  • Lead discussions with state, local and federal agencies that focuses on a "design in safety" while attending diagnostic meetings and reviewing engineering plans to create a safer work environment for BNSF employees and the public to improve grade crossing safety metrics.
  • Utilize and maintain agency specific data to track their safe performance of constructing public improvement projects on BNSF ROW.
  • Prepare and maintain current multi-year forecast of public investment and BNSF spending for each project type: signal, surface, flagging, grade separation, etc., while maintaining accurate accounting forecast of BNSF rebillable and cash capital cashflows.
  • Actively participate in public meetings, hearings and engineering conferences regarding public projects, policy development, grade crossing safety, and associated public investment affecting the company's property, operations and facilities.
  • Negotiate, draft and process Closure Agreements and Construction and Maintenance Agreements.. Assist in facilitating the acquisition of property easements between local agencies and JLL/CRED. Lead and actively participate in policy development of industry standards as it relates to grade crossing safety and grade separation projects with federal, state and local agencies and associated contract documents.
  • Assist in developing processes and plans necessary to reduce impact to BNSF operations, reduce installation times of agency funded projects, as well as ensure compliance with BNSF and agency standards and budgets.
  • Lead and facilitate open communication with relevant internal customers and outside agencies as to project schedules and issues.
  • Make development and growth of a diverse public projects team a priority by attending and participating in applicable training.
  • Close crossings through negotiations with public agencies.
  • Provide legal depositions and testimony supporting BNSF's position in law suits and court cases involving grade crossing incidents.
Required Qualifications:
  • Must be able to manage a large number of projects concurrently. Superior oral and written communication skills.
  • Must be willing to travel 50% to 70% of the time.
Preferred Qualifications:
  • Four-year degree in Engineering or Business related field with a minimum of 3 years' management and Engineering or public projects related experience is highly desirable.
  • Engineering or public projects related experience
  • Knowledge of or experience with state and federal regulations governing railroad interaction with public infrastructure.
  • Knowledge of and experience with BNSF transportation and maintenance of way planning and execution. Knowledge of and experience with data sources related to grade crossings, grade crossing safety, and BNSF operations.
  • Ability to skillfully influence and build the cooperation and support of audiences at all levels of the organization, largely through the effective communication of well thought out ideas, sound judgment, and give and take work relationships.
  • Demonstrate the ability to successfully negotiate and close deals that result in desired outcomes for BNSF and or public agency partners.
  • Ability to promote teamwork within and across teams by fostering collaborative problem solving and leveraging different points of view of the best possible solution.
  • Show working knowledge of BNSF's strategic objectives and priorities to consider long term and broad scale issues, problems and opportunities.
