Overview

To plan and manage architecture and design of enterprise data and analytics platform, data engineering teams and strategic initiatives that ensure data management practices align with organizational goals. The Senior Manager provides leadership and direction through managers and is accountable for the performance and results of related teams and/or functions. Supports executive leadership in defining organizational goals and strategic plans and translates strategic vision into policies and operational plans for a broad functional area.

The Senior Manager - Data Engineering (AI/ML/NLP) in Enterprise Data and Information Management (EDIM) within Enterprise Technology Services (ETS), will work in a highly collaborative and cross-functional setting leading the engineering, implementation of enterprise data platforms. The role will deliver a comprehensive Enterprise Data Platforms strategy and Operational Data Engineering working closely with business stakeholders to drive Real-time, Advanced Analytics, Channel Integration and API enablement capabilities. The role will promote the culture of a data-centric organization to meet enterprise transformation goals and vision.

Responsibilities

  • Leads Data Platform Engineering functions in collaboration with business and technology stakeholders.
  • Direct/Supervise Data Design Engineering focusing on data architecture, data modeling, and data platform engineering.
  • Collaborate with Enterprise Data Governance and Information Security in designing secured and governed data platforms.
  • Define the roadmap for Operational Data Engineering covering Data Hubs, Event Streaming, Master Data Management and Channel Integration and API Enablement.
  • Collaborate with Enterprise Architecture, API Platform Services, DevSec Ops, Cloud Network Engineering and relevant teams to implement features that improve performance and scalability.
  • Recommend solutions or improvements to business processes that can be accomplished through use of technology.
  • Continually monitor the financial services industry technology landscape to track the latest innovations across the industry and communicate relevant information to ETS leadership.
  • Applies industry expertise and awareness to drive financial and operational performance within a division.
  • Performs supervisory/managerial duties:
    • Ensure adequate/skilled staffing; select employees
    • Establish performance goals and priorities
    • Prepare, conduct and review performance appraisals
    • Develop, mentor and counsel staff
    • Provide input and/or prepare budget requirements for Annual Financial Plan (AFP)
  • Ensure section/branch goals and objectives align with division/department strategy

Qualifications

  • Expert-level knowledge in data design engineering including data modeling, data governance and data security
  • Extensive experience in formulating enterprise-wide strategies for the development of Real-time data integration enabling advanced analytics including AI, ML and NLP capabilities in cloud (Azure or similar)
  • Significant experience with Data Hubs (NoSQL), Data Lake, and Real-Time Event Streaming platforms (Confluent Kafka or similar) to provision data sets for Channel Applications and Analytics
  • Significant understanding of Scaled Agile and related practices to deliver data engineering solutions
  • Significant experience with NoSQL databases such as Azure Cosmos DB and related query languages
  • Experience provisioning data sets to consuming channel applications through Data Hubs and APIs in real-time
  • Experience with Master Data Management practices and implementing related platforms
  • Experience with programming languages such as Python, SQL, and Java
  • Experience in working with ETL platforms (e.g., Databricks) using JSON, Parquet, Delta and other file formats to provision data sets for business applications
  • Requires a comprehensive understanding of internal and industry standards as well as the changing business environment
  • Excellent negotiation skills and the ability to influence others internally and externally; including senior executives, vendors and regulators
  • Significant experience in demonstrating thought-leadership, initiative taking, decision-making and creativity
  • Significant experience in working with all levels of staff, management, stakeholders, vendors
  • Significant experience in supervising and leading professional IT employees
  • Advanced verbal, written, interpersonal, and presentation skills to communicate clearly and concisely technical and non-technical information to all levels of management
  • Demonstrated ability to carrying out initiatives in environment that may be resistant to change
  • 10-15 years of relevant experience, with 8+ years in a management experience
  • Bachelor's Degree or the equivalent combination of education, training or experience

Desired Qualifications

  • Master's in computer science, Data Science, Engineering or related technical field
  • Experience with API platforms such as Mulesoft
  • Knowledge of Navy Federal Credit Union instructions, standards, and procedures
