Job Description: Hitachi Rail STS USA, Inc. seeks an OS&M Quality Manager in Pittsburgh, PA, and unanticipated locations throughout the U.S. This position is for a roving employee who will work in unanticipated locations throughout the United States. The employee will have to relocate, but travel is not required from any particular location. Accountabilities The OS&M Quality Manager will be responsible for implementing quality management in line with STS strategies and in compliance with IMS for projects involving more than one legal entity or plant. Specific duties include: (1) develop and adapt an Operation and Management Plan that complies with the HART Core Systems Contract, and adapt this plan according to known project issues, while planning for future contingencies; (2) develop and implement a Quality Management Plan that complies with project procedures, plans, and controls for the Quality Assurance Department; (3) collaborate with the Budget and Finance Group regarding the needs and specifications of the QA Group, as derived from supply contract budgets, while adhering to the Project Financial Plan; (4) develop a Configuration Management Plan for the OS&M Group and ensure all project processes comply with this standard via customized software, generating automated reports using configuration management functions; (5) utilize complex testing equipment and procedures to conduct investigations, audits, and tests of parts, material, assemblies, and equipment for adherence to Quality Assurance standards, and verify the test procedures for competency; (6) ensure interdepartmental compliance by keeping all project groups appraised of the QA group's goals, objectives, policies, and procedures via regular documentation and updates; and (7) ensure that all established QA and Configuration management protocols will be compliant with contractual, statutory, and industry regulations. This position is for a roving employee who will work in unanticipated locations throughout the United States. Required Skills/ Knowledge Experience must include: (1) four years of quality assurance experience within the railway industry; (2) experience with Quality Management System (QMS); (3) experience utilizing complex testing equipment and procedures to conduct investigations, audits, and tests of parts, material, assemblies, and equipment for adherence to Quality Assurance standards, and verifying the test procedures for competency; (4) experience monitoring NCRs; (5) experience developing and implementing a Quality Management Plan that complies with project procedures, plans, and controls for the Quality Assurance Department; (6) experience with supplier quality management (selection, evaluation, monitoring, and auditing); (7) experience with data analysis and reporting; and (8) experience with configuration management. (9) Must be QMS audit proficient.
