Job Summary

The Senior Director, Regulatory Policy position will support CSBS senior staff and state financial regulators on existing and emerging regulatory policy issues. This position will serve as a regulatory expert and policy advisor to the Executive Vice President and Vice President, Policy. Under the direction of the Vice President, Policy, and in coordination with other senior policy staff, the Senior Director, Regulatory Policy will develop and present comprehensive regulatory analyses and recommendations to state regulators.

The Senior Director, Regulatory Policy will offer thought leadership by providing regulatory recommendations to, and facilitating policy deliberations with, senior state regulators. This will include drafting comment letters in response to federal agency rulemaking, developing regulatory proposals for submission to federal agencies, and other written deliverables including public statements, letters to federal agency principals, position letters, and memoranda as requested by senior staff and state regulators.

The Senior Director, Regulatory Policy will lead and support regulatory policy development across a variety of CSBS policy-setting committees, task forces, and working groups. This position will also provide strategic oversight and direction to analysts as they work on regulatory policy projects and initiatives.

Essential Functions

  • Review and analyze the impacts of existing and proposed federal regulations.
  • Research regulatory policy topics, draft policy materials, and respond to specific inquiries and requests from state regulators, federal banking agencies, and other stakeholders.
  • Draft a variety of regulatory policy documents, including comment letters, APA rulemaking petitions, regulatory text, policy statements, issue summaries, white papers, and more.
  • Partner with the Vice President, Policy to establish and execute strategic regulatory priorities.
  • Provide strategic oversight to analysts on regulatory policy workstreams or projects.
  • Support CSBS policy committees, task forces, and working groups.
  • Represent CSBS's public policy positions at various events with federal regulators, state regulators, industry and trade associations, consumer advocacy organizations, and others.
  • Assist with other regulatory and policy advocacy duties as assigned.


Additional Responsibilities



  • Support the integration of new and revised laws and regulations into state regulatory and supervisory processes.
  • Support the state banking member of the Financial Stability Oversight Council (FSOC) as assigned.
  • Participate in other interagency groups such as the Federal Financial Institutions Examination Council (FFIEC) and Financial and Banking Information Infrastructure Committee (FBIIC).



Minimum Qualifications


To perform this job successfully, an individual should possess the knowledge, skills, and abilities listed and meet the amount of education, training and/or work experience required.

Education and Experience



  • Bachelor's degree required, with a focus on finance, economics, business, or political science preferred.
  • J.D. or Master's degree preferred.
  • 8+ years of experience working at a financial services regulatory agency (federal or state), financial services trade association, financial institution, law firm, or Capitol Hill interpreting, analyzing and assessing federal/state bank procedures, regulations, and statutes, or a commensurate combination of education and experience.


Knowledge, Skills, and Abilities

  • Expert understanding of bank regulatory requirements, including knowledge of relevant federal banking laws, regulations, and legal precedent. Strong familiarity with the dual banking system and regulatory frameworks for other state-supervised nonbank entities (such as mortgage or money services business companies) is a plus.
  • Ability to quickly discern and gauge the impact of new and revised regulations and laws, including the jurisdictional impact for state regulators and the business impact on state regulated institutions.
  • Knowledge of the bank examination principles, practices, financial reports, and emerging supervisory issues, including the ability to analyze bank call reports and other regulatory data.
  • Excellent writing abilities and experience drafting comment letters, regulatory text, and correspondence with federal agency principles.
  • Ability to balance ongoing organizational work and external developments (such as commenting on proposed rules) to ensure timelines and objectives are met.
  • Ability to lead meetings and build consensus among various parties.
  • Ability to produce results in an efficient manner while meeting deadlines.
