Overview

Under the general direction of the Managing Director, Health Systems Solutions or designee, the Executive Director (ED) of Clinical Pharmacy Services (CPS) is responsible for providing leadership, direction, and guidance in all pharmacy programs including sales and business development, service delivery, consulting, and product development.

This position has primary responsibility for formulating and implementing new business development strategies and marketing and sales efforts to achieve revenue and margin growth aligned with the new business and operational priorities articulated in the UMass Chan and ForHealth Consulting strategic plan. This position is the principal customer liaison responsible for developing, maintaining and increasing customer satisfaction. The ED monitors and addresses emerging business issues to ensure the integrity and effectiveness of CPS programs and maintains existing business lines through ongoing program evaluation and process improvements. The ED has overall responsibility for managing and directing a diverse portfolio contracts and a staff while assuring quality service delivery and prioritizing customer service and satisfaction.



Responsibilities

* Manages and oversees day to day operational, clinical, and administrative operations of the Department. Ensures that CPS and its programs are functioning within regulatory, legal and contractual (ISA) requirements
* Oversees and directs the development and implementation of programs and projects within all designated business lines.
* Leads business development efforts in discovering and evaluating new clinical pharmacy services markets, identifying new business leads, and targeting specific opportunities leading to the acquisition of new business and maximization of revenue and margin, while maintaining fruitful relationships with existing clients.
* Independently identifies and develops new business opportunities, in-state and nationally, for clinical pharmacy services business lines for federal, state and local government and the private sector.
* Provides strategic direction for responses to new business opportunities to achieve an appropriate balance of programmatic quality with financial competitiveness.
* Represents CPS in ForHealth Consulting-led strategy meetings to identify new business opportunities, support collaboration within ForHealth Consulting solution sets, participate in go/no-go decisions on future work and develop proposal responses.
* Develops, reviews, and leads new program initiatives in accordance with CPS service lines and business goals.
* Leads strategic planning initiatives within CPS and ensures these plans are consistent with and support ForHealth Consulting and UMass Chans' larger strategic direction and goals.
* Cultivates and maintains strong collaborative relationships and communication with enterprise leadership, and other ForHealth Consulting business units.
* Collaborates with other ForHealth Consulting business units in enhancing their service deliverables, either by shared staff or other methods.
* Works with shared infrastructure divisions (i.e., finance and digital solutions) within UMass Chan to assure their involvement in support of the CPS core business growth in a fashion consistent with the overall goals and objectives of UMass Chan/ ForHealth Consulting.
* Establishes and maintains productive collegial relationships with key client agencies and designated client contacts. Works collaboratively with customers to identify and meet their needs, ensures effective work processes and jointly develops strategies for enhancements leading to service improvement and revenue growth.
* Negotiates Interagency Service Agreement (ISA) terms with applicable Commonwealth of Massachusetts agencies, and contracts for services sold with non-state agency clients and business partners.
* Communicates regularly and effectively, with the Managing Director, Health Systems Solutions and ForHealth Consulting Leadership related to CPS business lines, operations, budgets, and business activities.
* Oversees quality management programs to document CPS effectiveness through ongoing quality assurance and program evaluation initiatives, including setting and tracking attainment of performance goals, maintenance of program efficiency and effectiveness, and adoption of alternative work flows and processes to improve specific areas of CPS service delivery.
* Assure quality objectives are met and maintained within the service line for optimal UMass/ ForHealth Consulting contractual relationships and establish indicators to monitor performance with all disability and community services clientele.
* Oversees delivery of competency-based training programs for new employees and professional development opportunities for existing employees in order to ensure maintenance and enhancement of required knowledge and skill sets for effective job performance. Ensures ongoing maintenance and verification of health professions licensure that were a basis for employment.
* Provides leadership to CPS staff in advancing CPS and ForHealth Consulting strategic goals within their own positions and duties.
* Oversees ongoing evaluation, planning and implementation of CPS' information technology functions and solutions.
* Ensures CPS has appropriate information technology systems and tools to support business process improvement, function effectively in a fully remote environment, leverage staffing to best advantage, and support the maintenance and growth of business.
* Working with the CPS management team, establishes and enforces departmental policies and designates appropriate staff to address data security and compliance requirements, adherence to relevant rules, regulations and ISA/contractual obligations.
* Ensures implementation and maintenance of systems and procedures to safeguard the security and confidentiality of personal health information and business documents and intelligence consistent with UMass rules and state and federal regulations.
* Directs development of program budgeting, financial forecasting and fiscal reporting to ensure that operational resources are available and sufficient for optimal service delivery and implementation.
* Develop, review and lead new program initiatives in accordance with core business and service line goals and objectives.
* Work independently to successfully achieve established objectives and deliverables within respective timelines.
* Assure resources are established for optimal and necessary service delivery and implementation.
* Establish infrastructure and products within the CPS service line to further promote expansion, the development of metrics and analytics across the life span and quality of all related programs.
* Monitors and analyzes all labor, operating and capital expense budgets to maintain appropriateness of human and material resource allocations and fiscal compliance.
* Complies with health and safety regulations and requirements including development of disaster preparedness and continuity of service plans.
* Solidify and communicate ForHealth Consulting's brand identity, core values and principles
* Provides leadership on ForHealth Consulting initiatives in areas consistent with the development goals of the enterprise and as requested by executive management.
* Align CPS goals with ForHealth Consulting True North Metrics and strategic goals in the areas of client satisfaction, employee engagement, strategic growth, financial health, and continuous improvement.
* Drive, manage and lead a business and financial plan to respond to enterprise and unit strategic goals, including performance of unit operations and creating a sustainable financial business model.
* Oversee operational and fiscal compliance and reporting requirements, including budget development and implementation, across the full range of contract reporting and established financial targets
* Ensure the continued financial viability of CPS business lines through sound fiscal management
* Direct the development, monitoring and analyzing of all labor, operating, and capital expense budgets in assigned areas and assure appropriateness of human and material resource allocations.
* Participate in the development of long-range strategic planning and specific business and operating plan including identifying and procuring new sources of operating and capital funds.
* Analyze opportunities for growth and revenue generation in the DES market segment to drive profitability.
* Forecast business development opportunities for new markets, including cost structure modeling and return on investment analyses.
* Meets the business and fiscal goals of CPS business lines as evidenced by:
* Providing financial oversight to all designated product lines
* Monitoring and participating in budget forecasting
* Developing and implementing strategic plans that promote the growth in out-of-state revenue generation
* Present information and updates to executive leadership as required to ensure CPS core service line viability
* Creates an environment that fosters a desirable workplace climate, improves and maintains performance, ensures employee retention and respects diverse perspectives.
* Support professional development of senior staff
* Provide staff supervision, including hiring, performance review, disciplinary action, and termination
* Perform other duties as assigned.



Qualifications

Required Qualifications:

Master's Level Degree or equivalent in Business, Healthcare Administration, Pharmacy, or other health related field

10+ years of experience in account management, customer success, or a related field

5+ years of experience in a leadership role

Experience in the application of state and federal Medicaid and Medicare rules and regulations
Strong background in the pharmacy industry with an understanding of pharmacy operations and workflows
Experience in program development and marketing

* Strong commitment to public service with an entrepreneurial attitude, balanced with the ability to respect, galvanize, organize and coordinate constituent groups.
* Proven administrative and management ability in a complex environment, preferably health care or other related service industry.
* Demonstrated performance in strategic and financial planning and analysis.
* Demonstrated ability to perform within budgetary constraints delivering a consistently break-even or profitable bottom line.
* Substantial business development experience, program development and strategic planning experience.
* Demonstrated ability working with healthcare professionals, good written, verbal and interpersonal skills.
* Comprehensive experience in understanding scope of service drafting for business and other agreements.

Preferred Qualifications:

Bachelor's Degree in Pharmacy or Doctor of Pharmacy (PharmD) from an accredited college of pharmacy.

Completion of a PGY1 Pharmacy Residency Program
Current licensure as Pharmacist in the Commonwealth of Massachusetts.
