Overview

DecisionPoint Corporation is seeking an experienced Program Manager (PM) to lead a multi-year, enterprise IT modernization and sustainment program for the Defense Casualty Information Processing System (DCIPS) Future. This high-impact program supports the Office of the Deputy Assistant Secretary of Defense (DASD) for Military Community and Family Policy (MC&FP) and delivers a secure, cloud-native, mission-critical system for casualty and mortuary affairs across all military services.

The PM will provide strategic and operational leadership across all Task Order activities including Agile software development, deployment in AWS GovCloud (IL2/IL4/IL5), cybersecurity and RMF compliance, UI/UX design, business analysis, data migration, training, and Tier 0-3 help desk support. The PM will serve as the Government's primary point of contact for all programmatic and contractual matters.

This role is remote and requires an active DoD Secret security clearance.



Duties & Responsibilities

    Lead all phases of the DCIPS Future program, including planning, execution, monitoring, and delivery of all technical and management activities, ensuring alignment with contract requirements and Government expectations.
  • Manage program planning, cost, schedule, and risk for a multi-phase, cost-reimbursable contract.
  • Oversee cross-functional teams of 30+ staff across Agile software development, cybersecurity, data engineering, cloud infrastructure, help desk, and user training functions.
  • Ensure compliance with DoDI 1300.18, DISA STIG/SRG, DoD Zero Trust Strategy, and RMF requirements.
  • Coordinate with MC&FP AWS GovCloud support contractors and DoD stakeholders to ensure seamless system integration and support.
  • Enforce Agile best practices including sprint planning, backlog grooming, iterative development, and Definition of Done adherence.
  • Track and report performance metrics, quality indicators, deliverables, and user feedback through Monthly Status Reports (MSRs) and Technical Status Meetings.
  • Oversee the development of required program deliverables including Transition Plans, Project Management Plan (PMP), Quality Management Plan (QMP), DevSecOps Plan, and Go-Live Plan.
  • Drive continual service improvement across all aspects of the DCIPS Future platform, including support for CMA Offices and Survivor Web Portal functionality.


Qualifications

  • Active Secret clearance required.
  • Bachelor's degree in business, management, information systems, or a related field.
  • Minimum of 9 years of experience managing technology and cybersecurity programs of similar scope and complexity supporting the DoD military community.
  • Must possess one of the following certifications at time of proposal submission:
    • EC-Council Chief Information Security Officer Certification (C|CISO)
    • SANS Institute Global Security Leadership Certification (GSLC)
    • ISC2 Certified Information Systems Security Professional (CISSP)
    • ISACA Certified Information Systems Manager (CISM)
  • Proven success managing programs involving AWS GovCloud deployments at IL4/IL5 impact levels.
  • Demonstrated experience overseeing Agile teams, DevSecOps pipelines, and secure cloud-native application development.
  • Experience managing cost-reimbursable contracts and working under GSA GWAC vehicles.
  • Strong leadership and stakeholder engagement skills, with a proven ability to build trust, drive consensus, and collaborate effectively with senior Government leadership and cross-functional teams.
  • Exceptional verbal and written communication abilities, with a focus on clearly presenting complex technical, programmatic, and contractual information to diverse audiences, including technical teams, executives, and non-technical stakeholders.

Desired:

  • 8+ years of experience leading transformative IT/DevSecOps initiatives and Agile software delivery.
  • 8+ years of experience developing and standardizing business rules across inter- or intra-agency systems.
  • Experience supporting Casualty and Mortuary Affairs (CMA) missions, Survivor Outreach, or similar human-centered DoD programs.
  • Familiarity with MC&FP mission areas, legacy DCIPS workflows, and DoD-wide multi-service coordination.

Preferred Certifications

  • Project Management Professional (PMP) or Program Management Professional (PgMP)
  • SAFe Program Consultant (SPC), Certified Scrum Professional (CSP), or Scrum Alliance certifications
  • AWS Certified Solutions Architect - Associate or Professional
  • ITIL v4 Foundation or Managing Professional
