For more information visit our website at www.kearfott.com Position Description The Program Manager (PM) is responsible for all aspects of a program including P&L, design, development and production delivery in accordance with both company goals and customer expectations. This responsibility includes leading, managing and directing all resources to accomplish program scope as defined by business and customer objectives. A key element of the PM is to effectively integrate the voice of the customer into the program life cycle in an effort to maintain high customer satisfaction while meeting company business plan. The PM will act as the customer primary point of contact and must have excellent management, leadership and communications skills. The resources under direction of the PM will include, but not be limited to, Engineering, Manufacturing, Material management, Finance, Program Planning & Control, Contracts and Quality. The PM should be well versed in industry accepted practices, tools and processes for program management. The PM must be able to guide the team in the identification of program and technical risks and manage mitigation actions within the boundaries of the program. The PM must be highly skilled in successfully managing development of new technology, products, subsystems and systems with the ability to effectively transition into production. Excellent management and influencing skills, as well as excellent quantitative skills are required, with frequent utilization of tools such as MS Project, Microsoft Office suite and employment of the ERP system. The PM must have ability to understand the technical elements of the program or project sufficient to be able to adequately manage, guide and make decisions that reduce overall technical risk. Essential Functions Program Integration * Develop Program Plan * Define Work Breakdown Structure and Program team * Direct execution * Manage export and manufacturing licenses * Program completion, closeout and lessons learned Program Scope Management * Define scope and completion criteria, assign responsibility for execution * Monitor and manage scope * Change management Program Cost & Schedule Management * Budgeting, Estimation and forecasting * Integrated Master Schedule development & management - activity & milestone definition * Monitor, track and report actual costs, Variance reporting * Perform Estimate to Complete and Estimates at Completion * Change Management, budgeting and control Program Resource Management * Identify program team roles, responsibilities & accountabilities * Creation of program organizational structure and decision hierarchy * Monitoring and management of team performance to plan Program Procurement and Manufacturing Management * Planning of make vs. buy, subcontractor, supplier selection & management * Monitor manufacturing performance to plan * Monitor procurement performance to plan * Remove barriers and hindrances to progress * Identify, allocate & Manage procurement and manufacturing costs * Manage Program inventory Program Risk Management * Risk & Opportunity identification * Quantitative / qualitative analysis * Risk identification, tracking and mitigation Program Communications * Communications plan, distribution and feedback * Monthly & Quarterly Reviews preparation & conduct * Program performance reporting Program Quality Assurance * Performance to and management of requirements * Quality program tailoring to program requirements Required Skills: * Program Integration * Develop Program Plan * Manage by influence * Define scope and completion criteria, assign responsibility for execution * Project / Program Cost & Schedule Management * Budgeting, Estimation and forecasting * Integrated Master Schedule development & management - activity & milestone definition * Monitor, track and report actual costs, Variance reporting * Perform Estimate to Complete and Estimates at Completion * Program Resource Management * Identify program team roles, responsibilities & accountabilities * Creation of program organizational structure and decision hierarchy * Monitoring and management of team performance to plan * Program Procurement and Manufacturing Management * Identify, allocate & manage procurement and manufacturing costs * Quantitative / qualitative analysis Required Experience: * 8 + years project management experience with complex electronic systems or equivalent required. * DOD Program Management/EVM experience required * B.S. required, MS or MBA is preferred * PMP Certification is a plus * Well versed in MS Project and MS Office suite, ability to learn and extract data from ERP system * Excellent communication skills, both written and verbal, across functional areas * Due to U.S. export control laws under ITAR, this position is only open to U.S. persons, which includes U.S. citizens, lawful permanent residents (Green Card holders), and certain protected individuals under 8 U.S.C. 1324b(a)(3).
