Optum is seeking an experienced Infrastructure Project Manager to support the implementation and ongoing operations of the New York All Payer Database (NY APD). This role will coordinate infrastructure-related projects and oversee the work of system administrators and database administrators to ensure the efficient and timely operations of the largest APD in the nation. The ideal candidate will have a solid background in IT infrastructure, project management, and healthcare data systems.

Primary Responsibilities:



  • Lead infrastructure planning and execution for NY APD initiatives, database optimization, and data security enhancements
  • Coordinate daily activities and project deliverables of system administrators and database administrators, ensuring alignment with NY APD goals and timelines
  • Develop and maintain detailed project plans and schedules in collaboration with technical and program teams
  • Coordinate annual security and compliance deliverables, including risk assessments, NIST 800-53 workbook refreshes, disaster recover exercises, incident response table top exercises and penetration testing
  • Incident & Problem ticket management, conduct root cause analysis (RCA) and implement permanent fixes
  • Facilitate communication between technical teams, vendors (e.g., Optum Government Solutions), and Department of Health stakeholders. This includes weekly status updates to master project schedules and executive status presentations to make sure all stakeholders are accurately informed of infrastructure status
  • Oversee infrastructure support for the Master Patient Index (MPI), Master Provider Index (MPI), data enrichment tools used in the APD and portal and data submitter capabilities
  • Prepare reports and updates for executive leadership and participate in governance meetings
  • Support the creation of monthly SLA metrics for input into a monthly operations reporting

Required Qualifications:



  • 5+ years of experience in IT infrastructure project management, with prior hands-on experience as a DevOps engineer, preferably in a public health or healthcare data environment
  • 2+ years of Data Warehousing/Data Analytics projects
  • Experience managing system and database administration teams
  • Solid understanding of enterprise data warehousing and security best practices
  • Familiarity with healthcare data standards (e.g., HL7, HIPAA, EDI) and large-scale data integration



Preferred Qualifications:



  • PMP or equivalent project management certification

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). The salary for this role will range from $89,900 to $160,600 annually based on full-time employment. We comply with all minimum wage laws as applicable.
