Description

The Strategic Planner Level V will serve as an expert consultant to executive management and senior customers, independently leading the development, assessment, and coordination of National Guard Bureau (NGB) Chemical, Biological, Radiological, and Nuclear (CBRN) capability requirements. This role involves investigating and analyzing highly complex problems, identifying capability gaps, and devising innovative, top-level DOTMLPF solutions (Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities) based on state-of-the-art technology. The contractor will also be responsible for reviewing strategic guidance and technology reports to identify new pre-acquisition programs, assisting in the development and execution of exercises and demonstrations, and providing detailed roadmaps and cost estimates for transitioning new concepts into programs. Up to 25% CONUS travel is required.



  • The contractor shall serve as an expert consultant in the performance of highly complex and difficult technical tasks in the development, assessment, and coordination of NGB CBRN capability requirements and associated science technology, research development and procurement.
  • The contractor shall provide expert-level guidance to executive management and customers in matters pertaining to the designated area of technical expertise.
  • The contractor shall operate independently to investigate, analyze, and evaluate problems of the highest complexity and identify capability gaps and devise top- level integrated DOTMLPF solutions.
  • The contractor shall produce innovative solutions for a variety of complex problems relating to CBRN capabilities and infrastructure based upon state-of- the-art technology.
  • The contractor shall effectively interface and communicate with executive management and senior customer representatives.
  • The contractor shall review and analyze new/updated strategic guidance (e.g., National Security Strategy, National Military Strategy, etc.) and technology project reports (e.g., experiments, ATDs/Joint Capability Technology Demonstrations (JCTDs), exercises, etc.), identifying ideas for new pre- acquisition programs to address gaps in future CWMD/CBRN defense capabilities.
  • The contractor shall assist in development and execution of exercises and demonstrations to close capability gaps and identify:

    • The potential enhancements in military utility from employment of the concept
    • Capability gaps eliminated/mitigated by the concept
    • Available maturing technologies (Technology Readiness Level (TRL) 4 or above) required for the new concept
    • Existing capability documents, if any, that support initiation of a pre- acquisition program
    • The roadmap and decision points for potential transition of the new concept into a pre-acquisition program
    • Estimated program costs for the new program



Qualifications

  • Minimum of twelve (12) years of experience in strategic Combat and Weapons of Mass Destruction activities/management and a four-year degree in business, science, technical or related discipline.
  • Ability to use the Microsoft Suite of software applications (e.g. Outlook, Power Point, Word, Excel) to create and maintain documents and communications.
  • Secret Clearance REQUIRED
  • Ability to travel up to 25%, CONUS only
