LOCATION: Onsite - Aberdeen Proving Ground, MD

JOB STATUS: Full-time

CLEARANCE: SECRET (TOP SECRET Eligible)

CERTIFICATION: PMP or DAWIA Level 3

TRAVEL: As Needed - CONUS & OCONUS

SALARY RANGE: $125K - $187K

Astrion has an exciting opportunity for a Deputy Program Manager to support the U.S. Army Communications-Electronics Command (CECOM) Worldwide Field Support (WFS) program at the Aberdeen Proving Ground in Maryland and OCONUS Locations. The Program Manager will provide leadership and direction for the CECOM WFS overseeing comprehensive logistics, sustainment, and maintenance services for current and future Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) systems and associated operational requirements across the globe. The successful candidate will demonstrate experience managing global operations, including CONUS and OCONUS locations.

REQUIRED QUALIFICATIONS / SKILLS

  • Citizenship: Must be a US citizen
  • Clearance: Must have an Active Secret Clearance
  • Education: Bachelor's degree from an accredited college or university (management, business administration, and advanced degrees preferred).
  • Proficiency in:
    • DoD acquisition, logistics, and sustainment processes
    • Microsoft Office Suite applications (Excel, PowerPoint, Word) and SharePoint.
  • Experience with:
    • Active Project Management Professional (PMP) certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level II / Practitioner certification in Program Management.
    • A minimum of eight (8) years of experience in U.S. Army supply chain management, with demonstrated relevant experience within the past five (5) years.
    • A minimum of eight (8) years of experience in areas such as business process optimization, strategic sourcing, managing suppliers and subcontractors, financial and cost control, field support, and readiness management.
    • Proven experience in a deputy or assistant program management role on a large-scale defense contract.
    • Experience in managing and tracking Government Furnished Equipment (GFE) and Contractor Acquired Property (CAP).
    • Capacity to identify and effectively mitigate program risks.
    • Strong problem-solving abilities and a proactive approach to operational challenges.

PREFERRED QUALIFICATIONS / SKILLS

  • Direct experience directly supporting CECOM and/or the Army Field Support Brigades (AFSBs).
  • Familiarity with the Synchronized Pre-deployment and Operational Tracker (SPOT) system.
  • Experience in leading multi-functional teams (e.g., engineers, logisticians, Field Service Representatives).
  • Knowledge of industry best practices for quality management, such as ISO 9001:2015.
  • Ability to analyze and interpret complex data for reporting and informed decision-making.

RESPONSIBILITIES

  • Assist the Program Manager in all aspects of program planning, execution, and transition, ensuring adherence to contract requirements, budget, and schedule.
  • Oversee daily operational activities across various program components, including logistics, field service support, and maintenance.
  • Serve as a primary point of contact for internal teams and external stakeholders in the absence of the Program Manager, addressing issues and providing updates.
  • Facilitate communication and coordination among diverse functional teams (e.g., engineering, logistics, field service representatives) to ensure integrated support operations.
  • Assist in personnel management, including support for staffing, onboarding, and performance management of program staff.
  • Support risk management activities, including identification, assessment, and mitigation planning for operational and programmatic risks.
  • Support management of all activities conducted by cross-functional team of prime contractor and subcontractor personnel to fulfill program objectives.
  • Facilitate Program Manager management and oversight, including administrative and clerical support, financial controls, cost and technical status reporting, and program reviews.
  • Facilitate accurate and timely submission of all required Contract Data Requirements Lists (CDRLs), such as weekly activity reports, monthly status reports, and property accountability reports.
  • Support implementation of a Quality Assurance Surveillance Plan (QASP) that aligns with ISO 9001:2015 standards, overseeing corrective actions and performance evaluations.
  • Support the project manager in providing oversight in administering policies and procedures related to the program to ensure compliant execution.
  • Support management of personnel in executing program activities, verifying compliance with applicable laws and regulations
