This position oversees all operations of the Resource Operation Call Center (ROCC), ensuring the effective dispatching of emergency services and adherence to all relevant policies and regulations. They also manage personnel, develop and implement procedures, and work to improve efficiency and service quality within the center.

Key responsibilities may include:

  • Manage ROCC Operations and Emergency Call Handling:
    Oversee the efficient and accurate processing of emergency and non-emergency calls, ensuring timely dispatch to BNSF police, train dispatchers, and local law enforcement, fire, and EMS services.
  • Supervise and Lead Supervisor Staff:
    Direct and support call takers, dispatchers, and supervisors, including staffing, training, scheduling, performance evaluations, and professional development.
  • Ensure Compliance with Regulations and Standards:
    Maintain adherence to local, state, and federal laws, including FCC regulations and other TSA and FRA regulatory mandates.
  • Oversee Technology and Systems Management:
    Manage and coordinate the use of communications technology, including CAD (Computer-Aided Dispatch), radio systems, card access, camera surveillance, and facility access.
  • Develop and Implement Operational Policies and Procedures:
    Create policies and procedures for ROCC operations and oversee procurement of equipment and services to support efficient emergency communications.
  • Administrative functions regarding equipment and assignment of personnel including scheduling, evaluations, and training.
  • Must be willing and able to work irregular duty assignments to include on-call assignments. Flexible and responsive to customers and ROCC demands in a constantly changing environment.

BASIC QUALIFICATIONS:

At least 2 years of experience as a supervisor

In-depth understanding of policies and protocols within an emergency call center

Must possess sound judgement and reasoning skills

Must possess a good working knowledge of ROCC programs; GIS Mapping, Remedy, Genetec, Phone, CCURE and CARS

Ability to de-escalate/diffuse stressful situations

Ability to lead, coach, train, teach and guide Police Communication Specialists and Supervisors of Police Communication in the ROCC

Strong verbal and written communication skills

Receive and/or maintain intermediate TCOLE (Texas Commission on Law Enforcement) certification

Receive and/or maintain access to NCIC (National Crime Information Center) with full access

Receive and/or maintain TAC (Terminal Agency Coordinator) training for NCIC, to manage NCIC records
