Summary:

We are seeking a motivated and knowledgeable Mid-Level Planner to support the Federal Emergency Management Agency (FEMA) Planning and Exercise Division (PED). This position will contribute to enterprise-wide planning initiatives that strengthen FEMA's readiness and response posture through the development and sustainment of tools, templates, and standardized planning processes.

This position plays a vital role in the development and coordination of strategic and operational plans that strengthen FEMA's readiness to respond to disasters and emergencies across the United States.

The ideal candidate has a strong background in emergency management planning, excellent analytical and communication skills, and a desire to contribute to meaningful work that enhances national resilience.


Responsibilities

Essential Job Functions:

  • Support the development and refinement of FEMA's enterprise planning tools, templates, and operational documents.
  • Assist in implementing the FEMA Six-Step Planning Process or comparable planning methodologies, including those used in military or structured civilian frameworks.
  • Participate in the maintenance and enhancement of the Planning Decision Support Catalog (PDSC).
  • Contribute to deliberate and crisis action planning activities in coordination with senior planners and FEMA stakeholders.
  • Support planning workflow standardization initiatives across PED task areas.
  • Assist in organizing, documenting, and facilitating planning and exercise-related meetings and workshops.
  • Coordinate with cross-functional teams to ensure alignment and synchronization of planning efforts.
  • Contribute to after-action reviews, lessons learned documentation, and improvement planning processes.
  • Prepare draft planning documents, checklists, SOPs, and related materials.

Qualifications

Necessary Skills and Knowledge:

  • Solid understanding of emergency management principles and planning doctrine.
  • Exposure to emergency management exercise programs and their integration with planning efforts.
  • Strong analytical, writing, and organizational skills.
  • Ability to work effectively in a team environment and communicate with internal and external stakeholders.

Minimum Qualifications:

  • Minimum of 4 years of professional experience in emergency management, planning, or disaster response.
  • Familiarity with the FEMA Six-Step Planning Process, military planning systems (e.g., JPP, MDMP), or comparable formal planning frameworks.
  • Must have a Secret clearance.

Preferred Qualifications:

  • Experience supporting FEMA or other federal emergency management programs.
  • Training or certification in emergency planning, such as FEMA EMI coursework, ICS/NIMS, or HSEEP.
  • Familiarity with the National Preparedness System and FEMA's operational planning structures.

Pay and Benefits

The salary range for this position is $85,000 to $115,000 annually.
