Job Description
CSCI Consulting is looking for a seasoned Senior Technical Subject Matter Expert (SME) to support enterprise system sustainment and engineering activities, including Software Change Requests (SCRs), configuration management (CM), systems engineering (SE), and validation testing. This role requires deep technical expertise in Oracle E-Business Suite (EBS), Oracle middleware technologies, and Agile/DevSecOps practices. You will lead and coordinate cross-functional technical teams to ensure operational excellence, compliance, and long-term system performance.
Responsibilities
- Provide expert leadership and oversight of sustainment efforts, including SCR implementation, validation testing, and configuration audits
- Manage and support the full lifecycle of Oracle EBS customizations (RICECPW), integrations, and enhancements
- Troubleshoot and resolve complex technical issues across application, middleware, and infrastructure layers
- Ensure configuration integrity through adherence to formal CM processes, including Configuration Status Accounting (CSA) and Physical Configuration Audits (PCA)
- Lead validation and verification testing efforts using manual and automated test frameworks
- Collaborate with systems engineers and developers to support Agile system design, DevSecOps practices, and CI/CD pipeline integration
- Develop and maintain DoDAF-compliant documentation to support system architecture and sustainment
- Support security compliance and Risk Management Framework (RMF) processes to ensure audit readiness
- Utilize AI/ML-enabled tools for predictive analytics and operational monitoring
Minimum Requirements
- Bachelor's degree in Computer Science, Engineering, or a related technical field
- 10+ years of experience in enterprise systems engineering, configuration management, or software sustainment roles
- Proven leadership experience managing technical teams responsible for SCRs, validation testing, and configuration control
- Extensive experience with Oracle E-Business Suite (EBS) and RICECPW components (Reports, Interfaces, Conversions, Enhancements, Configurations, Personalizations, Workflows)
- Strong hands-on knowledge of Oracle middleware technologies, including SOA Suite, WebLogic, BPEL, and Oracle Identity Management (OIM/OID)
- Proficient in PL/SQL, Java, Oracle Forms, XML Publisher, and Oracle Analytics tools (OAS, BI Publisher)
- Familiar with Agile systems engineering and DevSecOps practices, including CI/CD automation
- Creativity and adaptability in problem-solving
- Ability to work with clients to understand their needs
- Strong organizational and time-management skills
- Excellent written and verbal communication skills

Preferred Skills
- Experience with automated testing tools such as Selenium, JUnit, or other TDD frameworks
- Knowledge of configuration audit processes (CSA, PCA) and experience supporting DoDAF documentation
- Proficiency with tools such as DOORS, GitLab, HP ALM, and Fortify
- Exposure to AI/ML-driven monitoring and predictive analytics
- Understanding of audit compliance frameworks (e.g., NIST, FISCAM) and the RMF process
- Ability to work in a team environment, as well as independently
- Strong customer and vendor relationship skills
- Demonstrated ability to comply with data standards and policies
- Motivation to learn new technologies and methodologies that demonstrate value
- Past experience working with a federal agency
- Department of Defense] experience is a plus!
