Overview The Vice President, Deputy Director of Program Management (VPPM) is a leadership-level role responsible for guiding public sector clients through the planning, design, and execution of justice-related capital projects. This position provides high-level advisory services for detention facilities, courthouses, public safety campuses, and criminal justice initiatives, acting as a strategic partner to government agencies, elected officials, and community stakeholders. The VPPM is a trusted advisor with deep knowledge of justice operations, design, and construction, and a track record of delivering complex capital programs in a politically sensitive environment. This is a client-facing role that demands exceptional communication, facilitation, and program management skills.
Key Responsibilities
- Lead Client Engagement: Serve as the main point of contact for clients, facilitating alignment among diverse stakeholders (sheriffs, judges, administrators, community representatives).
- Provide Strategic Planning: Oversee operational assessments, needs studies, and the development of space programs and master plans. Integrate justice reform objectives and trauma-informed principles into facility planning.
- Manage Project Delivery: Guide clients through the procurement of design and construction services, review design documents for compliance, and provide construction oversight.
- Oversee Programs: Manage large-scale, multi-phase justice facility programs, ensuring projects are delivered on time, within budget, and to the highest quality standards.
- Handle Budget & Financials: Develop and manage overall project budgets, monitor expenditures, and forecast future funding needs.
- Lead Teams: Provide leadership and mentorship to project managers and other staff, fostering a culture of collaboration and continuous improvement.
- Drive Business Development: Identify and develop new project opportunities, build relationships with current and potential clients, and assist with business development presentations.
Qualifications
- Bachelor's or master's degree in Construction, Architecture, or Engineering is required.
- 10-12 years of progressive experience in large-scale construction program and/or project management.
- 5+ years in a leadership or supervisory role.
- Demonstrated experience managing complex public sector capital projects.
- Experience with justice facilities is highly preferred.
- Proficiency in Microsoft Office Suite and Bluebeam. Experience with Procore, SmartPM, or Primavera (P6) is a plus.
- Certifications in Professional Engineer (PE), Certified Construction Manager (CCM), or Project Management Professional (PMP) are Preferred.
