Position Summary:

The Program Manager (PM) is responsible for the overall leadership, coordination, execution, and successful delivery of all requirements under the DCIPS Future Task Order. The PM will serve as the primary liaison between the contractor team and the Government, ensuring that all program activities, deliverables, and milestones are met on time and within budget. This role requires deep experience in managing complex DoD IT and cybersecurity programs that directly impact the military community.

Primary Responsibilities:

  • Lead the execution of the DCIPS Future project, including architecture, development, testing, deployment, sustainment, and enhancement phases.
  • Oversee day-to-day operations and coordination of all IT/cyber personnel and subcontractors.
  • Serve as the contractor's primary interface with MC&FP, the Contracting Officer (CO), COR, and other key stakeholders.
  • Lead Agile software development planning, including sprint planning, retrospectives, and backlog prioritization.
  • Ensure compliance with the DoD Cyber Workforce Framework (DCWF) and MC&FP-specific mandates.
  • Provide input to deliverables such as the Project Management Plan, Quality Management Plan, Monthly Status Reports, and Milestone Reports.
  • Facilitate Technical Status Meetings and maintain communication protocols with all stakeholders.
  • Ensure accurate labor reporting in SAM.gov and provide support for transition-in and transition-out planning.

Skills and Qualifications:

  • Bachelor's degree in Business, Management, or related discipline.
  • Minimum of 9 years managing large-scale IT or cybersecurity projects supporting the DoD military community
  • Desired: 8+ years leading transformative DevSecOps initiatives and interagency software implementations
  • Experience in transition planning and leading multi-contractor program teams.
  • Demonstrated ability to work independently and prioritize tasks in a deadline-driven environment.
  • Strategic leadership and decision-making
  • Agile and DevSecOps project oversight
  • Risk and quality management
  • Contractual and financial oversight (including CLIN/WBS tracking)
  • Excellent written, verbal, and presentation communication
  • Stakeholder and team relationship management
  • Familiarity with DoD systems, cybersecurity frameworks, and cloud platforms

Certifications (one of the following certifications required):

  • EC-Council Chief Information Security Officer (C|CISO)
  • SANS GSLC
  • ISC2 CISSP
  • ISACA CISM

Security Clearance Requirements:

  • U.S. Citizen with active DoD Secret clearance.

Work Location:

  • Fairfax, VA - Corporate Headquarters (Hybrid)
