Availability Work Package Program Analyst

THOR Solutions is actively seeking a Program Analyst to support Availability Work Package Coordination efforts at the Commander, Naval Surface Forces, Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in Norfolk, VA. In this role, the candidate will provide expertise and services to support the maintenance, modernization, and engineering of surface vessels.

This position is associated with an upcoming contract that THOR is pursuing, with an estimated award/work start around the first week of September 2025. We are conducting preliminary, "contingent" hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.

Typical Responsibilities:
  • Provide support to integrate the different involved parties for maintenance availability in their effort to close-out the availability.
  • Coordinate with Ships Force, Port Engineers (HM&E and CS), Type Desk Officers, and NSA Availability Project Management Personnel (PM, SBS, Assessment Directors, Ship Superintendents) to assess and properly document availability work item completion.
  • Build and maintain spreadsheets/databases (metrics) of data related to work package closeouts and CSMP maintenance. Develop written reports, or generate PowerPoint presentations (graphs and charts).
  • Access necessary Navy maintenance and modernization IT systems and databases including, but not limited to NMDR, VSB, NDE, eDFS, MFOM, TAAS, AIM4RMC, and others as applicable and closeout/complete availability maintenance and modernization work items. Review planned work packages and identify work items that were deferred/unaccomplished.
  • Conduct post-availability CSMP analysis at the end of depot and intermediate level availabilities. Validate completion of documented maintenance requirements, identify backlog/deferred maintenance actions, and analyze the overall quality of the ship's CSMP.
  • Support administrative functions such as developing messages, data input/mining, and record keeping.
  • Attend meetings and report outcomes of meetings to the Finance Director as needed.
  • Provide Availability Close-Out Report indicating differences between JSNs in the applicable databases.
  • Track and document growth and new work data of CNO availabilities and CMAVs.
  • Provide Monthly Progress and Status Reports.
  • Attend Availability Close-Out Meetings.
  • Coordinate with RMCs to provide Availability Departure Completion Report.

Location: Onsite in Norfolk, VA.

Travel Requirements: Up to 25% travel is anticipated, to CONUS and OCONUS locations, dependent upon customer requirements and schedule.

Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches), speaking or vision.

US Citizenship Required:Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Existing Security Clearance Required:This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance.A candidate with especially strong, relevant experience but no active security clearance may still be considered, but work start would be dependent upon a new Secret clearance being awarded.

Typical Knowledge, Skills, and Abilities:
  • High School diploma, GED, or equivalent.
  • Ten (10) years experience as military, civil service or contactor (E-7 or GS-12 equivalent) with shipboard engineering and maintenance experience with two (2) years direct engineering and CNO Availability/CMAV work package planning experience.
  • Two (2) years experience specifically with Maintenance Team and CNSL Type Desk functions supporting CNO Availability work package planning and execution.
  • Two (2) years experience with advanced Availability planning while serving at Navy Shore maintenance activity (i.e. SURFMEPP, Norfolk Naval Shipyard, Regional Maintenance Center, etc.).
  • Two (2) years experience with following Navy maintenance and modernization IT systems and databases such as NMDR, VSB, AWN, CSMP, NDE, eDFS, MFOM, TAAS, and AIM4RMC.
  • Two (2) years experience with CSMP functions, maintenance requirements, backlog/deferred maintenance actions, and CSMP Dashboard..
  • Proficient with common productivity software, including the Microsoft Office suite.
  • Excellent communication skills.
