Job Summary:

Health Data Compass (Compass) serves as the technology innovation hub for the Office of the Vice Chancellor for Health Affairs at CU Anschutz. Our team manages a Google Cloud-based data integration and analytics platform that powers clinical and translational research across the Anschutz Medical Campus. By providing secure, scalable data solutions, Compass enables researchers and clinicians to advance discoveries that improve patient care and outcomes.

Compass seeks an experienced Engineering Manager to lead our Data Engineering Team (DET). The Compass DET consists of five full-time mixed-rank staff and four OIT contractors. Our data engineers, cloud architects, and solutions architects maintain our Google Cloud footprint, provide operational support for Compass activities, and work with our Security & Compliance Team to ensure our systems are compliant with federal requirements for hosting PHI.

Key Responsibilities:

Administrative (75%)

  • Personnel management: Staff management, performance management, and goal setting. The manager delivers annual reviews and ensures annual and periodic training requirements are understood and met.

  • Resource management: Manages engineering team utilization and application stack coverage. Track the engineering budget and identify opportunities for improved efficiencies, for example improved storage practices, bundled compute, committed discounting etc. The manager also ensures DET is leveraging appropriate cloud-based solutions driven by internal-Compass and external-customer needs; and works with technical lead and OIT to ensure solutions align to security and compliance requirements. In partnership with the Compass Program Administrator, they also manage vendor contracts, including RFP/RDQ for services.

Technical (25%)

  • Technical Oversight and Leadership: The Engineering Manager is a creative problem solver and leads the engineering team in progressing towards our shared vision of the Compass future state architecture, in collaboration with our campus partners. As required, the Engineering Manager will serve as an individual contributor or quality assurance tester on operational and special project workflows.

  • Standardize operating procedures: This applies to both core operations and general special project guidelines. Example duties may include developing and maintaining operational reporting based on current and future state SLA performance for both application usage and security requirements. Identifying opportunities for improvement (e.g., code maintenance/versioning, data quality audits); acting as the project manager on SOPs for resource and personnel management, task management, tech debt review/optimization planning. Provide tracking and monitoring of contracting and vendor management for the identified cloud native tools and platforms.

  • Value-add services: In collaboration with the Compass leadership team, the Manager will lead efforts to derive additional value from Compass data by facilitating the adoption of new cloud-native tools for data mergers and derivations; data protection (e.g. DLP) and increasing data value (e.g. NLP and LLM).

Work Location:

Remote - this role is eligible to work remotely, but the employee must be in the United States.

Qualifications:

Minimum Qualifications:

  • Bachelor's degree in computer science, management/computer information systems, computer engineering, information technology, or a directly related field from an accredited institution.

  • Five years of cloud computing, data analytics, or cloud platform management experience

  • Supervisor or team leadership experience.

Applicants must meet minimum qualifications at the time of hire.

Preferred Qualifications:

  • Masters of Public Health, Data Science, Informatics or similar.

  • Experience developing and data analysis/reporting and data systems in the healthcare or research environment.

  • Experience working with Epic data, including Epic proficiencies and/or certifications.

  • Experience querying data with SQL or another programming language (e.g., R, SAS, Python, etc.).

  • At least two years of project management experience.

  • At least two years of people management and supervision experience, including 1:1 mentoring, team motivation and performance management of direct reports.

  • Experience and certifications in Google Cloud Platform (e.g., Google Associate Cloud Engineer certification). This includes developing and delivering data/data models in a cloud computing environment such as Google Big Query.

  • Experience with DICOM receivers and PACs storage

Knowledge, Skills and Abilities:

  • Ability to communicate effectively, both in writing and orally

  • Ability to establish and maintain effective working relationships with employees at all levels throughout the institution

  • Demonstrated commitment and leadership ability to advance diversity and inclusion

  • Attention to detail and accuracy, with strong analytical and critical thinking skills

  • Knowledge of HIPAA regulations and healthcare data, clinical research, healthcare operations

  • Demonstrated effectiveness in a complex organizational environment

Anticipated Pay Range:

The starting salary range (or hiring range) for this position has been established as HIRING RANGE $112,407-135,000.

The above salary range (or hiring range) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting. This position may be eligible for overtime compensation, depending on the level.
