Hill International is seeking a Director Program Management in Seattle, Washington
- Serve as a key member of the WSFSEP GEC program senior leadership team that provides strategic management and direction as it plans, designs, and implements the Program.
- Advise the Program Executive and assume full responsibility for assigned tasks and functions.
- In the absence of the Program Executive, lead the GEC team and perform the function of the Program Executive.
- Oversee and direct overall program management (program controls, scheduling, estimating, document control and finance/budget) and the contract services team (GEC, design-build, design-bid build and other delivery methods contract management, agreements, and administration):
- Monitors compliance with the commercial requirements of the prime contract, subcontracts, and internal agreements in relation to the project and securing the provision of services from others following a robust and auditable procedure in accordance with Hill International requirements.
- Collaborates with various levels of WSF and Washington State Department of Transportation contracting staff so as to avoid any adverse commercial issues with those agencies
- In consultation with the Program Executive and Integrated Leadership Team (combined WSF and GEC program leadership), monitor progress of and provide direction to the vessels and terminals teams.
- Collaborate with senior stakeholders and client staff to develop trust and positive, outcome-oriented relationships.
- Identify and advise specific actions that are needed to continuously improve the GEC team's technical strategy and business plan; motivate staff to commit to achieve these goals.
- Monitor Program trends and progress to identify emerging issues. Develop and recommend practical solutions that promise to sustain and build the confidence among senior stakeholders and clients that the program can be delivered to time, budget, and meet or exceed quality objectives.
- Function as a subject matter expert in the areas of program management and construction management to the Program Executive, senior stakeholders, and clients.
- Assist the Program Executive and Integrated Leadership Team to:
- Develop and/or deliver budget plans at the task order level relative to the program with guidance from senior client staff.
- Continuously update, oversee, and approve the Risk Management Plans for projects/programs as required. Implements risk management improvements for projects/programs and practice.
- Explore and develop a detailed understanding of external developments or emerging issues and evaluate their potential impact on, or usefulness to, the program.
- Conduct or oversee complex feasibility studies and document findings as needed relative to the program.
- Drive a culture of innovation by enabling the creation of multi-stakeholder cost effective solutions to identified issues.
- Continuously improve and update project and program management frameworks and tools and ensure compliance.
- Support the project review process; provide stakeholders with accurate and relevant information and key recommendations at agreed review points to enable them to evaluate progress and agree on change.
- Support project and internal communication protocols for quality, effectiveness, and efficiency. Recommends communication improvements based on experience and knowledge.
- Agrees, manages, and discharges duties under the contract, sub-contracts or internal agreements including the monitoring of compliance and management of change for the program. Manages dispute resolution on program.
- Recommends to the Program Executive and clients various procurement options applicable to the project/program.
- Monitors continuously the accuracy of the project governance and organization structures. Recommends adaptions or changes as needed through the project life cycle to keep the project/program goal on track.
- Forecasts potential opportunities and identifies suitably qualified resources for a project, based on current company plans and individual needs.
- Assist with the ongoing development and expansion of Hill International's maritime program management and construction management practice, advises management and human resources on current and future needs.
- Must be local or willing to relocate to Seattle, WA area.
- Bachelor's degree from an accredited institution in Project Management, Construction Management, Engineering, Architecture, Business, or other related degree.
- Fifteen (10) years of experience working in a project environment with 5 years as a Program Manager, with increasing responsibility for key management tasks for one or more high complex mega-projects.
- Construction management experience in the transportation and/or maritime sector.
- Experience with project management related digital tools and systems and able to adapt to the use thereof as required. Makes recommendations to the Program Executive and clients on the selection of or improvements for such systems.
- In depth experience in project management industry best-practice processes, methods, techniques, and tools through the project life cycle.
- Excels in all forms of communication, informal and formal, at all levels of internal and external stakeholders. Fully understands the subtle nuances of communications timing and impact. Effectively uses communication to reach project/program/organizational goals.
- Experience with various project delivery methods and contract types including Design Bid Build, Design Build, Joint Venture, etc. Identifies new developments and trends in contracting methodologies in the industry.
- Experience at managing schedule performance on major projects and/or programs.
- Master's or Doctorate degree from an accredited institution in Project Management, Construction Management, Engineering, Architecture, Business, or other related degree is preferred.
- Certification with the Project Management Institute as a Project Management Professional; or certification as a Certified Cost Professional with AACE International is preferred.
The salary range for this position is $220,000-$255,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
