Position Summary

The EEO Compliance & Reporting Manager is responsible for the creation, development and submission of all EEO-related reporting and maintaining data driven HR compliance programs, managing EEO and ER case management systems, and generating detailed statistical reporting in addition to serving as NS's internal subject matter expert on human resource compliance with OFCCP and EEOC mandates.

Key Responsibilities:

* In collaboration with the Manager, EEO & Employee Relations, develop, maintain, and implement federally compliant Affirmative Action Plans (AAPs) for all applicable establishments and job groups in accordance with OFCCP regulations.
* Lead the preparation and timely submission of EEO-1, VETS 4212 and other required state specific and federally required reports.
* Oversee internal audit processes and workforce analytics to monitor compliance and support continuous improvement in EEO practices.
* Maintain accurate personnel data to support workforce analysis, employment decisions and regulatory reporting.
* Respond to inquiries and audits from the Office of Federal Contract Compliance Programs (OFCCP), Department of Labor (DOL) and the Equal Employment Opportunity Commission (EEOC).
* Track and analyze workforce metrics across the NS network locations and job classifications, to identify trends and opportunities related to human resources and EEO compliance.
* Provide training to HR professionals, supervisors, and senior management on EEO laws, Affirmative Action obligations, and inclusive hiring practices.
* Stay current on changes in state, federal and municipal employment laws and regulations and implement necessary updates to NS internal policies and procedures.
* Collaborate with HR Workforce Analytics team to ensure the integrity of diversity and EEO data.
* Serve as a subject matter expert on EEO/AAP compliance for HR and Legal teams.
* Investigate and respond to EEOC investigations and internal EEO complaints.
* Generate and analyze quarterly statistical reports to detect trends and potential disparities or non-compliance.
* Prepare dashboards and briefings for HR senior leadership using workforce analytics to inform the compliance strategies.
* Serve as the primary administrator for the department's case management system used to document, track, and report EEO & ER related complaints and resolutions.
* In the absence of the Manager, EEO & Employee Relations, ensure continuity of operations, issue escalation, and decision-making.
* Support the development of EEO Officer employees in collaboration with Manager, EEO & Employee Relations including onboarding, mentoring and professional growth opportunities to strengthen team's effectiveness.


Job Related Experience:
* Minimum Level Experience: 3-5 years
* Preferred Level Experience: 6-10 years



Education
* Bachelor's degree preferred (Any, BA, BS, JD, MBA)
* Preferred majors: Business, Human Resources, Labor/Industrial Relations, Personnel Management. Public Policy, Law or similar.



Skills Required
* 3-5 years experience in EEO, Human Resources, HR Compliance or Employment Law.



Skills Preferred
* Experience as HR Generalist areas to include EEO, OFCCP, DOL compliance and reporting.
* Experienced in conducting federal EEO investigations with strong knowledge of employment laws, civil rights compliance, and equal opportunity regulations.
* Experience collecting, analyzing, and reporting EEO data and statistics.
* Knowledge and understanding of labor and employment law to include RLA, EEO, ADA, and FMLA.


Licenses / Certifications Preferred

* Certified EEO Professional or equivalent
* Certified Affirmative Action Professional (CAAP)
* EEOC MD 110
