Overview

Overall responsibility for planning, directing and controlling a safe, timely and efficient operation in the construction, operation, maintenance and restoration of the overhead distribution system. Maximize system integrity, reliability and continuity while operating within assigned O&M, Human Resources, budgets and schedules.

Responsibilities

Core Responsibilities
  • Plan and direct related activities for overhead construction.
  • Implement plans and programs to improve the performance, reliability and restoration of the overhead electrical distribution system.
  • Ensure compliance with operating, housekeeping and safety procedures to provide for employee safety and welfare.
  • Responsible for section's capital, O&M, Human Resources and overtime budgets and ensure the section is 0perating within budget guidelines.
  • Evaluate the performance and integrity of the regional overhead electrical distribution systems and participates in the development and implementation of goals and plans to improve the reliability of the system. Establishes priorities and assigns human resources to efficiently schedule all repairs and maintenance of the overhead distribution system with special emphasis on Storm restoration activities including acting frequently as an Operations Chief.
  • Monitor, direct, guide and assist subordinate employees to successfully meet assigned goals and tasks.
  • Enhance the Company's public image by effectively directing the performance of the organization's field forces and the appearance of its equipment. Instills a sense of customer satisfaction in subordinates and peers. Emphasizes and achieves SAJFI/CAIDI targets.
  • Leads the Organization to ensure completion of annual load relief projects and minimize feeder outages.
  • Ensure a high level of technical expertise that will improve competence of all personnel.
  • Provide a positive employee relations atmosphere through proper and effective administration of the Company's personnel policies, procedure, and practices including but not limited to Training and Development Performance Appraisal, Counseling, Discipline and Security.
  • Comply with the Company's Equal Employment Opportunity policies and instructions.
  • Direct and enforce the administration of provisions of the collective bargaining contracts and conducts union negotiations at the local level.
  • Develop and implement programs to maximize the productivity by utilizing and monitoring the work management system and reviewing performance reports. Establishes methods to improve work performance and maintain a high degree of effectiveness by reducing delay and other non-productive time.
  • Establish and maintain liaison with local governmental agencies to ensure that the regional construction efforts are in accordance with the municipal codes and other requirements.
  • May perform other related assignments as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree Engineering degree (Mechanical, Electrical, Chemical) and 8 years of relevant work experience
Relevant Work Experience
  • 5-7 years Supervisory and relevant work experience and demonstrated ability to lead large field organizations. Required
  • 5-7 years Emphasis on overhead distribution systems including open wire loops, Auto Transfer Switches and Construction and Operations of 4kV, 13kV and network distribution system preferred. Required
  • 5-7 years Must have experience in the management of capital, O&M and overtime budget; planning processes, implementing, directing and controlling the work of union and management/supervisory employees; and handling complex personnel and productivity issues. Required
  • 5-7 years Must possess proven leadership qualities/skills and the ability to motivate people. Required
  • 5-7 years Must be articulate, have a professional demeanor and be comfortable dealing with all levels of management, union personnel, and customers. Required
  • 5-7 years Familiar with in-house systems and storm restoration procedure. Required
  • 5-7 years Candidate should have competent working knowledge of relevant Corporate Environmental and Safety
  • procedures. Required
  • 5-7 years Technical work experience in electric distribution system construction required. Required

Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be willing to work outdoors in all types of weather.
  • Must be available during off hours; be on call 24 hours a day to respond to emergencies or direct activities when necessary.
