Responsibilities

Are you looking for an opportunity to influence and make a difference in the delivery of mission capabilities? What if you could find a position that builds upon your expertise in mission data sharing strategies, capability integration and analytics, and communication skills? That's why we need you, an experienced professional, to support the Chief Data Officer (CDO) and Associate Chief Information Officer (ACIO) in our customer organization in evaluating and guiding future system architectures that enable activity-based intelligence through automated and accelerated mission delivery to our multi-agency Intelligence Community (IC) and DoD customers using the latest open source tools, trends, and data modeling techniques.

  • The candidate will lead activities to establish data ontologies and support Data Management Business Functions within the organizational governance structure; including development and staffing of policy documents (e.g. directive and instructions) for CDO signature
  • The candidate will develop and maintain an enterprise data strategy, data management plan, enterprise data centric execution plan, and other supporting data governance and guidance documents
  • The candidate will coordinate with ACIO on Zero Trust initiatives and governance for integration across the organization
  • The candidate will update IT, Information Assurance (IA), and Information Management (IM) policies on behalf of the ACIO
  • The candidate will work internally across the customer enterprise to support data-related activities and initiatives to ensure consistency with and achievement of the enterprise data strategy and data centric objectives
  • The candidate will coordinate with CDO and/or ACIO on engagements including planning sessions, weekly team meetings and status updates to senior leadership
  • The candidate will perform evaluation and assessment of how data-related emerging technologies, processes, and data tagging can be leveraged to move towards greater data centricity and meet compliance requirements
  • The candidate will represent customer equities, as a data/data management SME, in external cross enterprise data-related governance and working forums
  • The candidate will facilitate Integrated Product Teams (IPT's), and technical working groups that will promote, review and assess the maturity of engineering artifacts, CONOPS, interfaces, and architecture products in support of system and acquisition-level ground milestones, and integration of new systems and initiatives
  • The candidate will have the aptitude to assess SE, ACIO and CDO data processes and create efficiencies continuously, and may lead projects for systems team work, have frequent client interactions, and support system and mission strategy development across the various ground offices.
  • The candidate will have daily interactions with the customer and supporting contractors and will need to follow customer standards and processes as the program matures through the life-cycle.
  • Candidate will interact with multiple Acquisition Offices (AOs) and facilitate risk and action closure with Acquisition Offices and users, and support technical consultation, meeting coordination, and support to recommendation briefings.

Qualifications

Required Skills:

  • Must possess and be able to maintain a TS/SCI Clearance with Poly
  • Experience: BS 12-15 years, MS 10-13 years, or PhD 10+ years
  • Knowledge of IC mission capabilities (to include GEOINT, SIGINT or Multi-INT domains) and overall space and ground architectures
  • Experience working with various data formats and strong understanding of systems engineering and application development
  • Experience with IC Zero Trust initiatives and policies
  • Experience in supporting requirements and CONOPs development, data processing systems and architecture and system integration to accommodate end to end systems delivery, demonstrations and exercises
  • Experience in understanding and defining enterprise data ontologies and worked with various frameworks and models.
  • Knowledge of Information Assurance (IA), and Information Management (IM) policies, and experience defining and executing IA & IM standards and practices
  • Knowledge of IC data management policies, and experience defining and executing data management and tagging standards and practices
  • Project management including ability to track and maintain cognizance of a wide variety of priorities, activities and dependencies
  • Ability to lead and facilitate working groups and forums
  • Excellent oral and written communications skills
  • Project management experience for multi-organizational development
  • Experience identifying user needs and gaps, identifying potential solutions, and assessing/analyzing alternatives
  • Commitment to recognize, understand, respect and operate effectively within various SETA, FFRDC, and Government lines of authority

Desired Skills:

  • Familiarity with direct IC customer, technical familiarity with mission processing or mission control of systems, including sensor knowledge.
  • Previous experience collaborating between IC and DoD agencies
