Overview
Sierra Lobo, offers customers a full range of professional and technical capabilities, including Test and Evaluation, Systems Engineering, and Advanced Technologies. We also develop products and processes related to Cryogenic Fluid and Thermal Management Systems, Densified Propellant Management Systems, and Prototype Extreme Pressure and Temperature Systems. Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA). This position is located at our Milan Ohio facility
Responsibilities
FUNCTION OF POSITION Provides managerial guidance, oversight, and direction of several integrated engineering teams and tasks within a large DoD aerospace test facility restoration project. Reports to the Program Manager.
DUTIES AND RESPONSIBILITIES
- Manage and direct team of IPT Leads assigned to each system/segment of the facility restoration project. Each IPT team consists of engineers, technicians, project managers, and other personnel responsible for planning, design, analysis, oversight, and/or execution of activities associated with providing required system functionality. This may include systems designed to operate at extreme temperatures and pressures, high voltages, or close to material limitations.
- Plan, organize, and coordinate the activities of personnel engaged in specific technical function(s). Establish and maintain schedules for group(s) to be consistent with budgetary and time constraints with emphasis on safety of operations.
- Coordinate with PMO Manager for appropriate PMO support to each IPT team, such as procurement, subcontracting, IT support, security, and financial reporting.
- Coordinate with Resource Manager to adjust staffing levels as required to meet program and project objectives.
- Work within the confines of the contract, supporting the monitoring of labor, materials and ODC such as travel and training using web based tools. Approval of time records and requests for time off, PPE, training, etc.
- Assist in developing strategic and creative solutions to meet customer needs, which include significant time constraints.
- Develop training plan and assure personnel are current on required certification to engage in a specific technical function.
- Coordinate and/or maintain awareness of external group (ie Government or other contractor) activities to align with SLI activities
- Train and/or mentor staff as necessary to develop and maintain high performance standards and capabilities.
- Assist employees with problem resolution; counsel and commend employees, or reprimand as appropriate; conduct performance evaluation interviews; seek interpretation of company and/or government policies, as required.
- Perform periodic program requirement reviews to support continuous improvement.
- Communicate, inform, and interact with other Contractor and Government personnel including Systems Managers, Facilities Managers, Building Managers, Engineers, Safety and Environmental Management Office Personnel, System and Research Engineers and others.
- Ensure responsible departments comply with all applicable regulations and policies, such as environmental, OSHA, NASA, and DoD regulations.
- Perform any other related duties as may be required to meet objectives of the group, provide training; maintain appropriate records.
- May be utilized for projects within other SLI departments on an as-needed basis.
- Work is primarily performed on-site at SLI offices and customer facility site(s). Some remote work may be performed as determined by management.

- SUPERVISOR GUIDANCE
Program Manager and/or SLI leadership may provide advice on unusual or controversial problems or policy matters; in nearly all situations, is expected to function in a self-sufficient and self-directed manner. Will routinely review work of others to ensure quality and compliance.
- SUPERVISION OF OTHERS
Will routinely direct, train, coordinate, and supervise engineers and technicians at SLI and Government facilities

Assignments must be completed using available allocated resources in a timely manner to meet project cost and schedule requirements.
Qualifications
REQUIRED QUALIFICATIONS
- Bachelor's Degree in Engineering or related technical field, plus 15 years' experience, or equivalent experience/education combination as determined by management.
- Significant experience in the management and/or supervision of an engineering program, or series of engineering projects.
- Demonstrated excellence in the performance, development, and/or execution of:
- Solutions to technical and operational problems unique to facilities engineering work, including mechanical, electrical, and electromechanical systems.
- Task/project budgets and estimates
- Strategic long-term program vision/direction
- Team-building and leadership
- Positive customer relationship-building
- Periodic program reports and/or presentations
- Objective and subjective analysis related to program activities for the purpose of program improvement or reporting
- Ability to use own judgment and analysis to make programmatic decisions, sometimes with limited and/or conflicting information.
- Must be self-motivated and a "Team Player" with excellent interpersonal, communication, and leadership skills.
- Must be able to organize time, assignments, delegations, and properly prioritize efforts for maximum effectiveness.
- Must be capable of passing required physical examinations and successfully completing assigned training or other training or certifications as directed by SLI or Government procedures and management.
DESIRED QUALIFICATIONS
- Management certification and/or degree, such as MBA or PMP
- Experience in management of program(s) within the government (or as a contractor), preferably NASA or DoD
- Direct experience with management of test facility engineering/design projects
- Experience working with procurement personnel to develop/execute subcontracts, large procurements, and requirements thereof.
- Ability to obtain and maintain a Security Clearance at a future date.
ESSENTIAL FUNCTIONS OF THE POSITION
- PHYSICAL REQUIREMENTS
- Excellent communication (verbal and written) and phone skills.
- Ability to hear normal conversation.
- Lift and carry items up to 35 pounds.
- May be required to climb ladders for visual verification of system configuration.
- May be required to use fall protection equipment and work from elevated heights.
- May be required to use typical PPE such as hard hat, safety shoes, hearing protection, safety glasses/goggles/face shield, gloves, and others per NASA safety requirements.
- WORK ENVIRONMENT
- Work is accomplished in an office setting shared by others.
- Some travel to other sites or remote locations is required. Most work is in the Sandusky, Ohio area.
- Work with other personnel in a group that is team-oriented.
- Accept and work within established policies and procedures pertaining to company rules and regulations.
- EQUIPMENT AND MACHINES INVOLVED IN WORK TASK
- Office equipment including calculators, copier, scanner and printers.
- Desktop computers utilizing Microsoft Office Suite software including Word, Excel, and MS Project.
- Personal transportation vehicle.
- CRITICALITY OF ATTENDANCE
Regular daily attendance and reporting on time is required to maintain shift effectiveness. Work is typically scheduled during day shift on weekdays. Work on holidays and weekends (scheduled and unscheduled), and shift work may be required. May be required to have the ability to be contacted outside of regular work hours.
