Job Mode: On-Site

Pay rate: $78020.00/year with benefits

Shift hours: (Mon - Friday) 8am - 5pm

JOB DESCRIPTION:

  • The purpose of this position is to improve the productivity of the Client's and its associates by providing guidance, coordination, and support through the consistent application of the Client's job classification and compensation policies and practices. Responsibilities include planning, developing, and implementing new and revised compensation programs, policies, and procedures that meet the Client's goals and enhance the Client's ability to attract and retain a diverse workforce. The associate in this position makes recommendations for adjustments to the Client's pay structure and staffing table by conducting regular research, market assessments, and surveys; they are also responsible for developing and maintaining accurate job descriptions, organizational charts, and data entry and management of Human Resources records. In addition, this position ensures pay practices and procedures are fair, consistent, and aligned with federal and state compensation law and Client policies.



ESSENTIAL JOB FUNCTIONS:

  • Administers the classification and compensation program, from design to implementation and management, ensuring appropriate compensation and allocation of positions across all Client departments.
  • Develops and fosters positive relationships with executive and departmental leadership to create solutions for staffing and salary needs.
  • Keeps apprised of federal, state, and local compensation laws and regulations.
  • Develops and manages job descriptions and determines appropriate pay and Fair Labor Standards Act (FLSA) status; reviews and updates job descriptions prior to posting to ensure proper classification.
  • Plans, conducts, and oversees salary and total compensation surveys, performs audits, and analyzes salary survey data. Follows up with salary structure changes, if applicable.
  • Provides research and recommendations on salary exceptions for new hires, promotions, and other salary inequity inquiries.
  • Processes requests from supervisors and directors for job description changes, reorganizations, and reclassifications. This includes communicating personnel policies and procedures with department staff, writing/revising job descriptions, ensuring that descriptions conform to the organizational chart, reviewing job analysis forms, and analyzing requests for regrading or reclassifying job classes. Recommendations with supporting justification must be approved by the Director of Human Resources and Client Administration.
  • Establishes and updates job classification codes for all merit and non-merit positions on the master job classification list.
  • Develops and updates the salary schedules used for merit positions.
  • Ensures all HR data entries are accurate, timely, and compliant with employment laws and Client policies.
  • Answers inquiries from public and private sector agencies regarding salary survey data, benefits information, and personnel policies.
  • Participates in the interviewing and selection of new employees and resolves operating issues.
  • Participates in and/or facilitates training, orientation, open enrollment, or informational sessions as needed.
  • Maintains confidentiality regarding personnel matters.
  • Displays honest, trustworthy, and ethical behavior when dealing with internal and external customers. Establishes and maintains cooperative working relationships with those contacted in the course of work.
  • Performs other related duties as required/assigned.


MINIMUM QUALIFICATIONS:

  • Bachelor's Degree from an accredited college or university in Human Resources, Business Administration, or related field. Master's Degree preferred.
  • Five (5) years of progressively responsible Human Resources experience, including three (3) years' experience in compensation and classification work.
  • Senior level HR Certification (SHRM, HRCI, IPMA) or Certified Compensation Professional (CCP) preferred.
  • Must possess/maintain a working telephone and valid Driver's License.
  • Must submit to/pass pre-employment background and drug screen.


KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of department policies and procedures.
  • Knowledge of Client personnel rules, policies, ordinances, and executive orders.
  • Knowledge of Client personnel staff, responsibilities, and functions performed.
  • Knowledge of and skill in written and verbal communication, conflict resolution, and problem solving.
  • Knowledge and skill in the use of mathematics; addition, subtraction, multiplication, and division.
  • Knowledge and skill in composing professional letters, memorandum, and reports using various software including Word, Excel, and Power Point.
  • Knowledge and skill in supervisory and management techniques.
  • Knowledge of and skill in evaluating associate performance; performance tracking, performance reviews, associate discipline, work improvement plans, etc.
  • Knowledge of and skill in conducting interviews, investigations, and counseling sessions.
  • Knowledge of personnel laws applicable to associates including the Americans with Disabilities Act, Family Medical Leave Act, Fair Labor Standards Act, sexual harassment, discrimination, and the application of these laws.
  • Knowledge of EEOC (Equal Employment Opportunity Commission) Uniform Selection Guidelines, Merit System Commission principles, and Federal Executive Orders relating to employment and data reporting.
  • Knowledge of structures, functions, codes, and interrelationships of Client organizations.
  • Knowledge of the principles of job analysis and evaluation; knowledge of the application of theories to grade levels and pay determination using a point factor job evaluation system.
  • Knowledge of the tables and codes used with the Human Resources Information System (HRIS).
  • Knowledge of Client benefits sufficient to complete salary survey requests.
  • Knowledge of union contracts in effect for Client employees.
  • Skill in writing techniques to compose detailed job descriptions.
  • Skill in developing reports from the HRIS.
  • Skill in reconciling conflicting opinions regarding job classifications and reorganizations that results in the loss of integrity of the evaluation system.
  • Skill in operating audio-visual equipment including projectors and laptops.
  • Skill in use of personal computers and software programs (i.e., HRIS system, Word, Excel, Power Point, Access, etc.) designed to manage day-to-day human resource functions and systems efficiently and accurately.


WORKING CONDITIONS:

  • Work environment is primarily indoors, within a modern smoke-free office setting, where noise and temperature levels are moderate.
  • Flexibility in work schedule may be necessary to meet the needs of the position. After hours work may be required to solve critical problems or meet high impact schedules.
