Job Description
Torch Technologies is seeking a Program Manager - Electronic Warfare & Electromagnetic Spectrum Operations to join our team at Robins AFB, GA. This position requires a highly motivated individual with Program Management experience to include, but not limited to:
Serves as the lead authority for the planning, execution, and oversight of complex Air Force acquisition programs in support of Electronic Warfare (EW) and Electromagnetic Spectrum Operations (EMSO) missions.
Operating at a senior level, the Program Manager leads cross-functional teams, engages with senior leadership, and drives program execution to meet operational requirements in high-priority mission areas.
Direct and oversee large-scale Air Force acquisition programs supporting EW and EMSO mission objectives.
Provide strategic guidance, milestone planning, and execution oversight throughout the program lifecycle.
Ensure all program activities align with Air Force operational priorities, acquisition policies, and resource allocation strategies.
Apply in-depth knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and AFLCMC acquisition systems.
Oversee contract strategy, development, negotiation, and administration for multiple contract types, including FFP, Cost-Plus, and IDIQ vehicles.
Ensure contractual deliverables are met, and scope changes are properly managed.
Utilize project management tools (JIRA) to monitor schedules, milestones, and resource allocation.
Manage program budgets, cost estimates, and risk mitigation plans in alignment with the Planning, Programming, Budgeting, and Execution (PPBE) process.
Apply systems engineering and lifecycle management principles to sustain program readiness and long-term viability.
Lead and mentor cross-functional teams, including engineers, logisticians, operators, and contracting professionals.
Serve as the primary liaison with Air Force senior leadership, industry partners, and mission stakeholders.
Present program updates, performance reports, and strategic recommendations to executive-level decision-makers.
Job Requirements
Bachelor's Degree and 10+ years of experience in the applicable discipline is required.
Must possess advanced knowledge of Air Force acquisition processes, program management best practices, and contract management strategies to ensure the delivery of mission-critical capabilities on time, within scope, and on budget. Operating at a senior level, the Program Manager leads cross-functional teams, engages with senior leadership, and drives program execution to meet operational requirements in high-priority mission areas.
Extensive experience managing DoD or Air Force acquisition programs, with emphasis on Electronic Warfare (EW) and Electromagnetic Spectrum Operations (EMSO).
Demonstrated success in cost estimation, budgeting, and risk management for large-scale defense programs.
Progressive program management experience, including leadership roles on complex acquisition efforts.
Proven track record leading cross-functional teams in delivering mission-critical capabilities.
Experience in contract strategy, administration, and performance oversight across multiple acquisition strategies.
Must be a U.S. Citizen
Must have an active Top Secret/SCI clearance. Must maintain clearance at required level.
May require extended hours during key acquisition milestones or mission deadlines.
Primarily office-based with periodic travel to program sites, contractor facilities, and operational locations.
Desired Skills & Competencies:
DAWIA Level II or III Certification in Program Management or Contracting.
Program Management Professional (PMP) or Certified Federal Contracts Manager (CFCM).
Other relevant certifications in acquisition, contracting, or program management.
Proficiency in Air Force acquisition processes and systems (FAR, DFARS, AFLCMC tools).
Proficiency with project management tools (Jira).
Knowledge of systems engineering and lifecycle management.
Understanding of PPBE processes and resource allocation.
Knowledge of contracting methods (FFP, Cost-Plus, IDIQ).
Understanding of contract scope and deliverables.
