Position summary:

Provide overall leadership and direction to the project delivery organization, developing and implementing project management principles for transmission and distribution capital projects. Oversee permitting activities, right of way and easement acquisition and negotiations, and capital project implementation activities through effective budgeting and project management and controls principles. Lead engagement in industry forums dedicated to project development with the goal of protecting the interests of the Company and its customers.

Pay Range: $113,650 - $187,700 (This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.)

Reporting Relationship: Director of Transmission & Engineering Services

Location: Rapid City, South Dakota

Essential Functions:

  • Oversight for electric project delivery efforts, permitting, project planning, right-of-way acquisition, and easement management and compliance.
  • Work with the Design and Project Management team to develop financial and operational models to optimize capital expenditures for the electric transmission and distribution systems. Such models and execution plans must appropriately balance financial risk, regulatory risk, operational risk, and the Company's reputation.
  • Develop and maintain a multi-year roadmap for development of project delivery capability within the Black Hills Corporation's electric operating utilities.
  • Implement continuous improvement principles into project delivery at Black Hills Corporation.
  • Manage development and implementation of project delivery processes, including identification of roles and responsibilities, workflow management, and process improvement.
  • Oversee completion of capital projects with an emphasis on completing projects on time and within budget.
  • Ensure capital projects are completed safely and identify processes and procedures that will ensure safety of all personnel involved in project implementation.
  • Develop and oversee processes that provide field observation and learning for Company personnel as appropriate.
  • Directly lead a team of 3 - 5 personnel consisting of Sr. Project Manager Transmission, Project Manager Transmission.

Additional Responsibilities:

  • Work with Director of Transmission and Engineering Services to establish business goals and objectives for the project delivery group that complement overall goals and objectives for the Company's electric utilities. Communicate, monitor, and review goals and objectives on an ongoing basis to ensure consistency with business unit goals and objectives.
  • Ensure succession planning and employee development plans and processes are in place for members of the project delivery team.
  • Participate in industry conferences, workshops, and forums to keep abreast of issues relating to transmission and distribution project implementation.
  • Other duties as assigned.

What Is Required:

  • Bachelor's Degree in engineering, business, accounting or other relevant area.
  • Minimum of 7 years of Project management, field operations or other relevant experience, with increasingly progressive leadership and/or management responsibilities.
  • Portfolio Management Professional (PMP) Project Management Professional certification preferred, or the willingness and ability to obtain PMP certification upon hire.

What Is Desired:

  • Associate's Degree
  • Prior leadership experience in distribution and transmission planning, engineering, or operations.
  • Knowledge of transmission and distribution systems planning, engineering, and operations.
  • Knowledge of transmission and distribution recovery mechanisms and regulatory relationship building.
  • Knowledge of project management principles and their use in a utility environment.
  • Proven leadership skills.
  • Demonstrated ability to self-direct workload and prioritize business needs.
  • Possess unquestioned integrity and excellent interpersonal relations skills.
  • Demonstrated ability to speak comfortably in front of groups.
