Command, Control, Intelligence, and Encryption (C2I&E)

We focus on enhancing situational awareness, tactical command and control, and seamless video data exchange capabilities within a dynamic, multi-domain environment.

Job Description
Ultra I&C is seeking a Sr. Manager of Talent Acquisition to lead and execute recruitment for our U.S. operations. This is a working manager role: you'll manage the full lifecycle of recruitment from intake to onboarding, while also serving as a partner to business leaders and a trusted onsite HR presence. You will oversee a full-time or contingent recruiter while carrying a personal requisition load. The successful candidate will bring proven expertise in sourcing hard-to-find technical talent, driving recruiting strategies, and supporting HR initiatives.

Responsibilities:

  • Manage full lifecycle recruitment from intake to onboarding across multiple functions and U.S. sites

  • Partner with hiring managers to obtain role briefings, align on strategy, and agree on timelines

  • Identify areas for improvement in recruiting processes and recommend best practices

  • Develop and maintain diverse candidate pipelines for critical roles through sourcing strategies, networking, referrals, cold calls, and industry/community events

  • Leverage applicant tracking systems (preferably Workday) and recruiting tools to manage pipelines, ensure compliance, and maintain accurate reporting

  • Manage vendor relationships and act as primary point of contact for staffing agencies

  • Meet weekly, monthly, and quarterly recruitment goals as set by leadership

  • Represent the company at career fairs and other events to promote brand awareness and attract top talent

  • Serve as a backup HR Manager, providing onsite support for employee relations, performance management, workforce planning, and other people-related needs

  • Partner with business leaders on workforce planning and talent strategies across U.S. operations

  • Travel as needed to other U.S. sites to support recruiting and HR needs

Required Qualifications:

  • Bachelor's degree with 6+ years of recruitment experience (or Associate degree with 7+ years).

  • Experience in full lifecycle recruitment with emphasis on technical disciplines (engineering, IT, systems/software).

  • Strong working knowledge of modern sourcing tools (LinkedIn Recruiter, job boards, boolean search).

  • U.S. Citizen, able to obtain and maintain a security clearance.

Desired Qualifications

  • Excellent communication, organizational, and influencing skills.

  • Prior experience recruiting in defense, aerospace, or government contracting industries.

  • Experience with Workday ATS and HRIS.

  • Knowledge of recruiting for AI/ML, IT, and manufacturing roles.

  • Strong business acumen with a customer service mindset.

  • Experience managing or mentoring recruiters

  • Proficiency with Microsoft Office Suite.
