Overview
The HR Manager oversees the HR Business Partners and Benefits & HRIS Specialist. This role manages Employee Relations, Recruiting, Benefits Administration, HR Information Systems, HR Policies & Procedures, Compensation Plans, Employee Handbook, Leave of Absences, Job Accommodations, Workers' Compensation and Return to Work programs. Provides HR expertise on HR Data and Metrics, Policies and HR projects. The HR Manager is a key driver of HR process improvements and must possess the ability to effectively lead and manage improvement projects to streamline processes to increase efficiencies and effectiveness. The Elizabeth Hospice is San Diego's oldest non-profit hospice of 45 years. We are growing and looking for talented individuals to join our high performing team and support our mission. In collaboration with the Chief People Officer:
- Business Process Improvement: Experience with streamlining processes, workflow analysis and creating efficiencies.
- Policies/Procedures: Design, oversee and maintain HR operational programs, processes, and policies related to key assigned HR areas, including benefits, leaves of absence, workers' compensation, job accommodations and benefits. Serves as a consultant to managers and staff regarding policies and procedures.
- Project Management: Creates, manages and executes HR projects to standardize and strengthen the HR practice across the organization.
- HR Metrics: Reports and monitors key HR metrics for assigned HR areas.
Other Responsibilities:
- Oversees the work of the HR Business Partners and Benefits & HRIS Specialist, providing senior-level expertise and oversight.
- Oversees all leaves of absence, job accommodation and workers' compensation cases.
- Oversees the agency's Performance evaluation program and provides coaching, guidance and training to managers and employees.
- Assists with oversight of the agency's pay plan by conducting periodic pay surveys; scheduling and conducting job evaluations; monitoring pay actions; and recommending, planning, and implementing pay structure revisions.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews policies and practices and makes recommendations to maintain compliance and applies recommended changes to the Employee Handbook and other HR policies and procedures as needed.
- Participates in the annual benefits review and provides recommendations on plan design, offerings, cost sharing and other items as appropriate; Oversees the annual benefit Open Enrollment project.
- Ensures proper oversight of the agency's DMV Pull Program, including monitoring activity and following up on violations with employees and managers in accordance with policy guidelines.
- Maintains current knowledge and understanding of California and federal regulations, industry and regulatory trends, current practices, new developments and technologies and applicable laws regarding human resources.
- Performs other duties as assigned.
Qualifications
Education and Experience:
- Bachelor's degree in human resources, Business Administration, or related field, plus five (5) years of progressive HR experience or equivalent combination of education and experience.
- A minimum of three years of HR management experience is preferred.
- Demonstrated experience in leading successful HR process improvement projects required.
- Certification in project management, Lean, Six Sigma or other process improvement programs a definite plus.
- HR certification highly desired.

- Strong financial acumen and experience with budgets is preferred.
- Proficient with Microsoft Office Suite or related software.
- Proficiency with or the ability to quickly learn the organization's HRIS and other HR related systems.
