STAFF ASSISTANT I DEPARTMENT OF PUBLIC WORKS CITY OF WORCESTER The City of Worcester is seeking qualified applicants for the position of Staff Assistant I for the Administration Division within the Department of Public Works. Under the direction of the Assistant Commissioner of Public Works for Administration and Finance, the position will work directly with hiring managers and department heads to update and write job descriptions, draft job advertisements, and support interviewing and onboarding efforts. This position will provide regular administrative and logistical support to the Human Resources Business Partner for DPW, with a primary focus on the City of Worcester's hiring process. Bilingual and multilingual applicants are encouraged to apply. ESSENTIAL TASKS:
- Assist with administrative hiring activities for labor service, internal and external applicants or candidates
- Work in partnership and communicate with hiring managers to create and revise job descriptions
- Create job advertisements for postings on internal and external job boards
- Provide guidance to department hiring managers and staff to ensure compliance with the City's Hiring Process
- Assist with applicant tracking and conduct resume scoring and review, assist in scheduling and participate, as appropriate, in interview process
- Perform candidate background processing including reference checks
- Assist with onboarding requirements of new staff within the Department
- Assist with preparation and review of inter-departmental correspondence
- Prepare reports related to the tracking of division hiring activities and actions, this will include Civil service tracking efforts
- Support the Human Resources Business Partner for DPW in managing the labor service certification process, ensuring compliance with all required documentation and procedural steps
- Represent DPW at hiring events, career fairs, networking events and assist with ways to increase the presence of DPW for potential candidates in the community
- Perform related work as required
SECONDARY ELEMENTS:
- Answer incoming phone calls and direct them to the appropriate person or take detailed messages
- Provide coverage to greet candidates or job applicants visiting the Department, via telephone, or email
- Responsible for the maintenance of hiring files
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Familiarity with public administration, civil service law, and compensation
- Familiarity with local, state, and federal laws and regulations
- Understanding of a union working environment and collective bargaining agreements
- Demonstrated ability with scheduling and calendar management
- Demonstrated proficiency with productivity software and strong knowledge of virtual web-based conferencing tools
- Proficient with online job posting boards
- Proficiency with Microsoft Office Suite
- Strong analytical skills
- Proficient recordkeeping and organizational skills
- Proficient customer service skills and ability to interact with members of the public, job applicants, etc.
- Excellent written and verbal communication skills including writing various memoranda
- Experience in preparing professional communications for internal and external use
- Ability to work independently and as part of a team
- Ability to be a self-starter and to work and maintain highly confidential and sensitive department files and information
- Ability to drive to off-site locations, as needed
- Ability to perform and prioritize personnel processes in a detailed and timely manner
- Ability to multi-task, manage multiple projects and work in an environment with competing priorities
- Ability to maintain confidentiality
- Ability to understand and comply with City of Worcester Hiring Policy
- Ability to interpret and explain verbally and in writing to all levels of management personnel and hiring members, applicants, and the public
- Ability to establish and maintain effective working relationships with diverse populations, organizations, and interests
- Regular onsite attendance is required
MINIMUM REQUIREMENTS:
- Associates Degree in Human Resources, Business Management, Public Administration, Communications, or other related discipline
- An equivalent combination of education, training and two (2) years of experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above requirement.
- Proficient with Microsoft Office Suite
- Valid Drivers license and access to reliable transportation
- Excellent Communication Skills
PREFERRED QUALIFICATIONS:
- Four (4) years of experience working in an office environment
- Two (2) years of experience in an office environment performing Human Resource functions
- Two (2) years of experience with hiring, interviewing, and onboarding
- Two (2) years of experience writing job descriptions
- Experience in report writing
- Experience preparing professional communications
