The State Highway Administration's (SHA) Office of Structures (OOS) is currently recruiting for a Structures Management Inventory Manager and Compliance Engineer (Transportation Engineer Manager I) position in Baltimore City. This position is open to anyone who meets minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this position or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of work: The main responsibility of the Structures Management Inventory Manager and Compliance Engineer (SMIMCE) is to ensure compliance with all federal and state requirements. This involves close coordination with the FHWA Maryland Division Bridge Engineer. The work includes responding to FHWA requests for information, particularly those related to the National Bridge Inspection Program (NBIP) bridge inspection metrics and compliance with the National Bridge Inspection Standards (NBIS) and the Specifications for the National Bridge Inventory (SNBI). Updates to these regulations often require revisions to OOS Guidelines and Procedure Memorandums (GPMs) to align with new requirements.

The SMIMCE also participates in annual field visits with FHWA as part of their compliance reviews and serves as the point of contact for NBI-related items included in the FHWA/SHA stewardship and oversight agreements. This role includes providing statewide information-not just for SHA-on a variety of topics, including responding to National Transportation Safety Board reports, use of right-of-way under bridges, agreements on border bridges, and coordination with railroads. SMIMCE also administers and maintains the Structure Asset Management Bridge Management System (SAM-BMS), which houses the SI&A database and operates on the Bentley AssetWise web-based software platform. As system administrator, the SMIMCE answers questions, reviews suggestions for improvements, develops and modifies forms and output reports, and coordinates technical issues raised by the multiple owners using the system.

Qualifications

Minimum Qualifications:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience:
Seven (7) years of experience in professional engineering.

Selective Qualification:
Three (3) years of experience must involve bridge inspection or bridge engineering.

*A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability). No substitutions are allowed for a selective qualification.

Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year-for-year basis for the required education.

2. Possession of a master's degree in engineering may be substituted for one year of the non-supervisory experience.

3. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements


Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in state of Maryland.
