Town of Orange Town Manager FLSA Designation: Exempt Salary: $131,563 - $189,749, commensurate with Experience THE TOWN OF ORANGE, VIRGINIA is a rural gem located in the heart of Virginia’s Piedmont; situated among cultural and historical attractions. The Town is a municipal corporation of the Commonwealth of Virginia in Orange County with a population of 5,200; its five council members are elected at large. The Town employs approximately 50 full-time employees and has an annual operating budget in excess of $11 million. The Town offers its own water and sewer services, maintains its own roads and rights of way, assesses and collects taxes. Town residents are also county residents, and both pay county taxes and receive county services. The Town covers an area of approximately 3.4 square miles at the crossroads of Virginia State Route 20 and US Route 15. POSITION: The Town Manager is the chief executive and administrative official of the Town, with authority over the appointment, direction and removal of nonelective officers and employees other than those who may be subject to appointment by the town council. The Town Manager manages the town staff and has the authority over the operations of the town, reports to council, negotiates and enforces contracts of the town, and prepares the annual budget for council approval. As the executive, the Town Manager is responsible for the efficient administration of the town's affairs, with responsibility and general duties requiring that they see that within the town the laws, ordinances, resolutions and bylaws of the Town Council are faithfully executed; attend all meetings of the Town Council and makes recommendations for appropriate matters; makes reports to the Town Council from time to time upon the affairs of the town; keeping the Town Council fully advised of the town's financial condition and its future financial needs; prepares and submits a proposed budget to the Town Council each fiscal year; and performs such other duties as may be prescribed by the Town Council not in conflict with the foregoing. ESSENTIAL DUTIES: The administrative and executive duties of the Town, including the hiring, supervising and removing non-elective officers and employees other than those who may be subject to the Town Council. The Town manager is responsible for the efficient administration of the town's affairs. These duties include: (1) Ensuring that the laws, ordinances, resolutions and bylaws of the Town Council are faithfully executed; (2) Attending all meetings of the town council and recommending appropriate actions; (3) Regularly reporting on town matters to the council; (4) Advising the council regarding the town's financial condition and future financial needs; (5) Preparing and submitting a proposed budget for each fiscal year; and (6) Performing such other duties as may be prescribed by the Town Council in compliance with the town’s code and charter Overseeing the departments of town government. The Town Manager shall be responsible for and shall exercise general supervision over the heads of units and offices of the executive branch. Providing regular and requested financial reports to the council. Overseeing all terms and conditions imposed by law upon any public utility company or under any franchise in favor of the town or its inhabitants are faithfully kept and performed. Carrying out the duties and responsibilities imposed upon him under the Town Charter and Code and other ordinances and resolutions of the Town Council. Preparing and submitting reports. Providing professional advice to the town council and department heads, making presentations to council, boards, commissions, civic groups, and the general public. SKILLS REQUIRED: Interpersonal communication and promotion of professional relationships, knowledge of policies and practices encouraging innovative public administration, financial skills, (specifically the preparation and management of budgets, ability to prepare and analyze comprehensive reports and carry complex projects to completion). QUALIFICATIONS: A background in local government management, financial management, project management, engineering, economic development, planning, and contract negotiation is preferred. Requires a college degree, preferably in public or business administration. SALARY AND BENEFITS: The Town of Orange offers a competitive business package, with a salary range of $131,563 - $189,749.
