SUMMARY

Hennepin Healthcare has a current opening for an EMT/Dispatcher in our EMS department. This full-time position will work nights and every other weekend.

Under general supervision, performs work involving communications by phone, radio and computer related to the provision of pre-hospital Emergency Medical Services and public safety. Is responsible to respond to requests from 9-1-1 centers, EMS field staff, first responder agencies and the public for pre-hospital Emergency Medical Services. Provides communication, coordination and support services to EMS field operations in Hennepin County, the Region and the State of Minnesota. May also be assigned to the field to work as an Emergency Medical Technician.

A $5,000 hiring incentive is available for eligible external candidates (contract/temporary workers and former employees returning to HHS within one year are ineligible).

Schedule will be day/eve/night including rotating weekends and holidays based on department needs. This position is benefit-eligible, including PERA and P&F Pension, and represented by the HCAPE union.

Dispatchers will be given credit for previous Dispatcher experience when calculating starting hourly pay rate. Each step below indicates the step for years of experience (max 10 years experience = step 10).

RESPONSIBILITIES

As an Emergency Medical Dispatcher (EMD):

  • Read, write, spell, and speak in clear, concise English
  • Use correct telephone answering techniques, defined within policies and procedures
  • Must operate and be proficient in computer based systems and Windows based software programs
  • Operate computer-aided dispatch (CAD) system with sufficient speed and accuracy to document field activity and create calls for service within response criteria guidelines
  • Analyze situations quickly and accurately, while taking effective action to assure public safety provider and citizen safety
  • Follow verbal and written instructions
  • Communicate clearly and distinctly using radio, telephone and computer equipment
  • Maintain composure and work accurately in emergency situations
  • Work in a team-based environment and achieve common goals
  • Establish and maintain tactful, courteous, and effective working relationships with those contacted in the course of work, including the general public
  • Accurately enter information into the CAD system while simultaneously receiving information by phone or radio
  • Retrieve data from CAD terminal or other keyboard device, maintain appropriate documentation of previous events, details, and conversations
  • Work in a highly structured environment where all communications are recorded or documented and reviewed as public record
  • Handle multiple priorities and organize workload
  • Extract information or data from other computer systems
  • Distinguish and comprehend simultaneous communications from several sources
  • Perform with a high standard of customer service, professional conduct, and civic responsibility
  • Use emergency medical questioning techniques and provide medical instructions via telephone when required
  • Operates base radio console equipment, transmitting and receiving routine and emergency messages
  • Receives emergency and routine requests for services from the public via 9-1-1, alternate emergency lines, and business lines
  • Dispatches appropriate emergency vehicles, equipment and personnel in response to those requests, in accordance with established policies and procedures
  • Coordinates emergency operations between various departmental personnel and equipment
  • Operates data terminals for information pertaining to daily public safety operations, and general emergency services
  • Maintains written logs, files, and computer information in the prescribed manner
  • Updates computer files and performs other clerical functions and tasks as directed
  • Promotes effective working relations and works effectively as part of a department/unit team intra and interdepartmentally to facilitate the department's/unit's ability to meet its goals and objectives
  • Performs other duties as assigned

As an Emergency Medical Technician, if assigned to the field:

  • Respond to all requests for emergency medical services as directed
  • Respond to events such as multiple alarm fires, helicopter landings, hazardous incidents, FAA emergencies, and water emergencies
  • Assess nature and extent of illness or injury and determine appropriate emergency medical procedures
  • Administer basic life support techniques using accepted standards of patient care
  • Perform extrication and rescue of victims
  • May act as a team leader when dealing with emergency responses, including the direction of First Responders to facilitate patient care and transport
  • Function effectively in assigned role under the Incident Response Plan
  • Complete thorough documentation of all emergency runs and patient contacts as directed
  • Operate emergency vehicle to transport sick and injured persons to and from a health care facility
  • Inspect, clean, and maintain emergency vehicle, supplies, and assigned equipment
  • Assist in keeping ambulance facilities clean and orderly
  • Attends all mandatory continuing education and required safety training programs and can describe his or her responsibilities related to general safety, department/service safety, and specific job related hazards
  • Follows the hospital and department exposure control plans/blood borne and airborne pathogens
  • Performs other duties as assigned

As a Communication Resource Lead (CRL):

  • Serve as a shift leader for the other EMD's
  • Assists in problem solving withe EMD's
  • In the absence of the ECC Battalion Chief, understands, troubleshoots, and acts as resource for the staff for CAD, Radio, and Telephone
  • Collaborates with 410 in the absence of the ECC Battalion Chief, during major incidents, special events, or other large scale events

QUALIFICATIONS

Minimum Qualifications:

  • Graduation from high school or possession of a GED
  • Must be certified by the State of Minnesota EMSRB as an EMT or Paramedic within eighteen months from the date of hire
  • Valid driver's license or state equivalent and must have satisfactory driving recond including no more than than two moving violations within the past three years of licensure
  • Must complete an Emergency Vehicle Operations Course (EVOC) or National Safety Council Defensive Driving Course as designated by Hennepin EMS - post hire
  • Must qualify for and maintain a Hennepin County motor vehicle operators permit - post hire

Preferred Qualifications:

  • The equivalent of: One (1) year of full-time paid employment experience in public safety dispatching within the past five (5) years; -OR- One (1) year of current paid employment with a public safety agency or emergency medical services agency, with high level Computer Aided Dispatch (CAD), radio and/or telephone operation-using System Status Management (SSM), flexible-dynamic deployment models
  • Emergency Medical Dispatcher (EMD) certification from the IAED
  • Completion of an accredited course in 9-1-1 Telecommunications
  • Associate Degree (AA, AAS, or AS) in business, business administration, management, education, finance, economics, healthcare, health sciences, public health, communication, computer science, information technology or related field
  • Certification by the International Academy of Emergency Dispatch as an EMD
