INSTRUCTIONAL SYSTEMS SPECIALIST (MID) Location: Washington, DC \| Type: Full-Time \| Clearance: Secret (No polygraph specified) Note: This position is part of an active proposal effort and is contingent upon contract award. Overview DarkStar Intelligence is seeking a mid-level Instructional Systems Specialist to design and deliver data-literate, mission-aligned training for a federal customer. You will execute the full ADDIE lifecycle to develop instructor-led, virtual, and on-demand learning-mapping tasks to objectives and assessments and validating learning outcomes. Work is primarily on-site at customer facilities; U.S. citizenship is required. Key Responsibilities Conduct job/task analysis; derive learning objectives; select delivery modalities (ILT, VILT, asynchronous/synchronous). Design and develop curricula, lesson plans, participant/leader guides, and assessments aligned to mission requirements. Implement formative/summative evaluation (e.g., L1-L3) and drive continuous course improvement. Ensure traceability between tasks, objectives, content, and assessments; maintain version control and documentation. Support stakeholder reviews, pilots, and post-delivery refinements; contribute to periodic status updates. Minimum Qualifications Active Secret security clearance. Bachelor's degree and 5+ years as an Instructional Systems Specialist (or closely related ISD role). Recent, directly relevant experience applying ADDIE in federal or IC/DoD environments. Proficiency with adult learning principles, assessment design, and LMS/SCORM-compliant packaging. Strong writing, editing, briefing, and stakeholder engagement skills. Desired Qualifications Background in data analysis/data science or designing technical coursework. Experience with federal law enforcement or IC customers. ATD, CompTIA CTT+, or similar adult-learning certifications.
