INSTRUCTIONAL SYSTEMS SPECIALIST (SENIOR)

Location: Washington, DC | Type: Full-Time | Clearance: TS/SCI with Full-Scope Polygraph
Note: This position is part of an active proposal effort and is contingent upon contract award.

Overview

DarkStar Intelligence seeks a senior Instructional Systems Specialist to lead complex curriculum design and evaluation for a federal law enforcement customer. You will own end-to-end ADDIE, align mission tasks to learning objectives and assessments, mentor fellow ISDs, and drive data-informed improvements. Work is primarily on-site/SCIF; U.S. citizenship is required.

Key Responsibilities
  • Lead needs analysis, job/task analysis, and learning objective development aligned to mission outcomes.
  • Architect multi-modal learning (ILT, VILT, microlearning, on-demand) with measurable performance objectives.
  • Design assessments; run pilots; conduct L1-L3 evaluations; implement continuous improvement plans.
  • Ensure traceability (tasks objectives content assessments) and maintain version control/documentation.
  • Coordinate with SMEs and government stakeholders; provide QC on lesson plans and instructor/learner guides.
Minimum Qualifications
  • Active TS/SCI with Full-Scope Polygraph.
  • Bachelor's degree and 10+ years as an Instructional Systems Specialist (or closely related ISD role).
  • Recent leadership of federal/DoD/IC learning programs with rigorous evaluation methods (e.g., Kirkpatrick levels).
  • Expertise in adult learning, assessment design, and LMS/LRS/SCORM-compliant packaging.
  • Exceptional writing, briefing, stakeholder management, and editorial rigor.
Desired Qualifications
  • Experience developing data-literacy or data-science-adjacent curricula.
  • Background with federal law enforcement or IC customer environments.
  • ATD, CTT+, PMP, or comparable credentials.

Additional Details

Travel: Minimal; as required.
Work Environment: On-site / SCIF. Limited telework may be authorized by the customer; direct operational support via telework is not permitted unless a government-issued laptop is provided.
