Description

The National Security Sector within Leidos is searching for a Sr Capture Support Manager to focus securing existing and winning new business opportunities across the Sector. The position will report to the Vice President of Capture Excellence for the Sector.

Candidate will be responsible for providing capture and proposal expertise including participation in proposal development, reviewing Request for Proposal (RFP) requirements, conducting analysis on RFP, collaborating with experts and team members to develop compliant, responsive, and compelling proposals and assessing strategy for responding to requirements. Additional requirements include performing tasks related to the Leidos Win Plan; preparing support artifacts, and writing management and technical responses. In addition, the candidate will be responsible for assessing and ensuring compelling, complete, and compliant proposal responses reflect win strategy elements and align to evaluation factors and criteria.

Primary Responsibilities

  • Capture and Proposal Expertise: Provide capture and proposal expertise, including participation in proposal development, reviewing Request for Proposal (RFP) requirements, conducting analysis on RFPs, collaborating with experts and team members to develop compliant, responsive, and compelling proposals, and assessing strategy for responding to requirements. Ensure win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents.
  • Win Strategy Workshops: Develop and facilitate Win Strategy Workshops sector-wide, helping teams collaboratively come to consensus on a vision for "how we will win" that maximizes pWin.
  • Training and Development: Develop and deliver training on win strategy and value proposition. Provide capture coaching, mentorship, and oversight across teams with varied experience levels.
  • Process Improvement: Lead maturity assessments of capture and solution artifacts sector-wide. Contribute to the revision of pre-award processes and templates, including updating process guides and associated templates.
  • Facilitation: Facilitate focused, collaborative conversations between teams, including customer assessments, competitor black hats, solutioning sessions, and workshops on value propositions, win strategies, and OV-1 graphics.
  • Proposal Reviews: Participate in capture and proposal reviews, providing impactful feedback and recommending actions to improve pWin.
  • Proposal Writing: May serve as volume lead for multiple sections and provide direction and oversight to supporting writers. Reviews and/or writes technical, management, resume, and/or past performance sections. Writes clear, persuasive, and articulate proposal sections; translates complex ideas into easily understandable text. Applies communication and interviewing skills to gather needed information from internal and external personnel to support writing activities.

Basic Qualifications

  • Bachelor's Degree with at least 15+ years of related experience or a master's degree with 13+ years of experience in capture management, proposal management, volume lead or support roles.
  • Understanding of, and experience with, the Federal procurement process and regulations
  • Evidence of a successful track record of high quality, high scoring proposals
  • Excellent writing, organizational, and communication skills
  • Ability to work to meet deadlines
  • Ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging
  • Ability to work well both in a team and independently
  • Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal best practices
  • Ability to create original content using interview and research techniques
  • Demonstrated experience in proposal submissions covering all typical solicitation sections (e.g., Management, Technical, Staffing, Security, Cost Volume, etc.)
  • Ability to manage multiple projects simultaneously
  • Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint

Preferred Qualifications

  • Experience supporting a wide variety of solicitation size, complexity, and submission windows
  • Formal proposal training and/or relevant certifications (e.g., APMP, PMP)
  • Ability to remain upbeat, positive, and constructive within a dynamic environment operating under high-pressure deadlines
