Coordinates and implements overall plants' operation and maintenance activities through the Unit Manager and Unit Engineers to meet the Safety, Environmental, Quality and Operation objectives of the plant. Major areas of responsibility are overseeing operations personnel, non-routine work or special project activities and operation troubleshooting

DUTIES AND RESPONSIBILITIES

May include, but are not limited to, the following:

  • Responsible and accountable for day to day operations of the plant. This is to be done through direct oversight of Lead Operators and Production Operators. Key areas should include: Safety, Environmental, Production/Quality, Yield, and Cost.
  • Monitor daily yields, quality targets, energy, production and cost performances against agreed targets.
  • Direct Production teams with appropriate operating targets to maintain plant performance. Coordinate this activity with the Production Engineers and Maintenance Department.
  • Directs training of new operators and ensures necessary training to achieve improved production levels.
  • Responsible for certification of operators as required by OSHA PSM regulations.
  • Assists in providing information for the monthly operating report, and assist in establishing a monthly operating plan.
  • Coordinate with Lead Operator's all scheduled and unscheduled turnarounds and plant outages, non-routine activities, process changes and project implementation, and operating/technical training for production personnel.
  • Liaison with Safety, Environmental, Technical, Engineering and Maintenance group for all operating type issues that can impact the agreed "Operating Plan".
  • Supervises and coordinates operators, lab technicians and maintenance personnel to meet standard operating procedures and production schedules, including initiation and follow up of necessary work orders.
  • Represent the plant's production/technical groups in all maintenance scheduling/planning meetings. Review Work Order Backlog, solicit input, prioritize work and follow up until completion.
  • Responsible for completion of Safety/Environmental action items for production as they address recommendations from process hazard analysis, audits and incident investigations.
  • Participates in investigating all mechanical and process failures or shortcomings to determine the root-cause recommending procedures and/or modifications to prevent reoccurrence. Ensure that solutions are actively pursued for permanent plant improvements.
  • Participates in the investigation of all Safety, Environmental, Quality, and Operation incidents within a timely basis to determine the root cause and recommending procedures and/or modifications to prevent reoccurrence. If necessary, recommend disciplinary action to be taken in each case.
  • Assist in reviewing, rewriting, and generating (if necessary) operating procedures in the unit to ensure that all procedures are up-to-date on an annual basis.
  • Perform duties in a manner that protects personal safety as well as the safety of all personnel on site. Whenever appropriate; promptly report Safety, Health or Environmental incidents or issues to management so the situation can be corrected. Attend Monthly Safety Meetings to help prevent off site and job accidents.

  • Fully support Company goals of continuous improvement and operational excellence at strategic and tactical levels including reviewing area of responsibility for improvement opportunities to initiate projects or communicate ideas to management as well as active participation on project teams.
  • This position may be required to drive company vehicles from time to time.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • B.S. Degree in Engineering (or)
  • 7 years of Process or Production experience in a refinery or chemical plant, or High School Diploma with ten (10) years' operating experience in a refinery or chemical plant.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit; stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stoop, kneel, or crouch. Employee may be required to use stairs/elevators and have the ability to occasionally work at elevated heights. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Additionally, this position must take general decisions requiring judgement and perform activities requiring sustained concentration.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate as normally based in an office. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, FRC (flame retardant clothing) etc. May also result in exposure to outside elements and may require usage of stairs and elevators. Travel including air travel or auto travel may occasionally be required.
