Job Summary:

he Program Manager (PM) is responsible for the overall management, coordination, and execution of the Command and Control Simulation Environment for Training (C2SET) program. The PM ensures all operational, technical, financial, regulatory, security, and customer requirements are met in accordance with the contract, and serves as the primary interface between the contractor team and the Government Program Manager (PM) and other stakeholders.

Essential Duties & Responsibilities:

  • Manage the C2SET program in coordination with the Government C2SET PM.
  • Oversee all aspects of the program, including operational, technical, financial, regulatory, reporting, security, logistics, integration, and customer engagement.
  • Coordinate with the Government C2SET PM to ensure implemented software solutions meet established goals and Joint operational training commitments.
  • The PM is responsible for ensuring the contractor's team can surge to meet operational requirements, including support for 24/7 exercise support and rapid personnel increases as needed.
  • Lead program control, Agile cost control, quality assurance, configuration management, subcontract management, management of Government furnished resources, risk management, and security activities.
  • Employ internal management processes that can respond to dynamic changes in requirements, prioritization, and product implementation.
  • Provide corrective action plans, timely identification of issues, and effective management of subcontractors.
  • Integrate and coordinate all activity required to execute the contract and manage the timeliness, completeness, and quality of problem identification and resolution.
  • Participate as a team member at all levels of engineering and management within the larger Kessel Run (KR) and Modeling & Simulation (M&S) team.
  • Utilize risk management procedures, techniques, controls, and metrics for early identification and mitigation of program risks.
  • Ensure compliance with all reporting, planning, and configuration management requirements as specified in the contract and associated CDRLs.
  • Support transition-in and transition-out activities, knowledge transfer, and program reviews as required.
  • Ensure all required deliverables, reports, and data are submitted in accordance with the Contract Data Requirements List (CDRL).
  • Maintain compliance with all security, information assurance, and cybersecurity requirements, including DoD Risk Management Framework (RMF) and NIST standards.

Requirements

Minimum & Desired Requirements:

  • At least 5 years' experience as a product or program manager of a software development team, with experience in C5ISR Modeling & Simulation (M&S) and software development.
  • Program Management Professional (PMP) certification preferred.
  • Demonstrated experience managing complex software development programs, preferably in a DoD or government contracting environment.
  • Experience with Agile methodologies, DevSecOps, and full lifecycle software development.
  • Strong leadership, communication, and organizational skills.
  • Ability to obtain and maintain a security clearance as required by the contract.
  • Security+ CE certification, desired.
  • Linux+ certification, desired.

Security Clearance:

  • DoD Active TOP SECRET Level Clearance Required.

Travel Requirement:

  • 33-50%, CONUS and OCONUS
